Attachment 4 - Question Form Attachment 3 - Room Layout for LOC Consoles Attachment 2 - Specifications LOC Consoles Attachment 1 - Specifications ACP Consoles FA4661-16-Q-0091 Solicitation DEADLINE FOR RECEIPT OF OFFERS: 7 July 2016, 2:00 p.m. (CST). For any questions call 325-696-2289. Specifications for Alternate Command Post (ACP) Furniture Consoles 1. The contractor shall purchase and install ergonomically designed furniture consoles to support six (6) positions, for the alternate Command Post at Dyess AFB, Texas capable of supporting 24 hour operations. The consoles will be used for three (3) teams of two (2) people each, therefore it is required for teams to be seated next to each other (please see attachment 2 for further clarification). The consoles must have the ability to move from a seated to a standing position and include built-in storage between each position for binders and printing equipment. Each position (six (6) positions total) on each console, must have enough space for personnel to work with multiple checklist binders open and laid out. The console positions must have the ability to mount as many as six (6) monitors to a vertical surface with swing arms to free up counter space. The consoles must be spacious enough to have multiple keyboards and peripheral items. The computer systems need to be hideaway and be able to be separated by three (3) feet due to EMSEC (Emissions Security) requirements. The wiring and cabling must be able to be feed into the console via a raised floor and must not be visible. The furniture will not be located against the walls so the consoles must have built-in power sources, capable of handling the surge placed by the electronic systems they will house. There will also be multiple UPS that will need to be stored in the consoles themselves. The design should be somewhat triangular in shape. The room has five (5) distinct walls, however the 16" wall will not be fully accessible as there is a built in shelving unit that runs the length of the wall. Finally, the contractor will need to remove and dispose of all old furniture from the space, install the new furniture. The contractor shall provide a one (1) year warranty on all products provided. Specifications for Link Operations Center Furniture Consoles 1. The 7 BW Link Operations Center (LOC) Building 8032 facility is a mission critical C2 operation with high demands and unique challenges which requires absolute functionality in design and also fit the limited space available. This control room enclosure system must also have the ability to reasonably adapt to future C2 system upgrades and must be designed around the Link-16 Management Control System (four (4) Monitors mounted to Desk and CPU Secured inside desk) and Live-Virtual-Constructive-Simulation (LVC) P5 systems hardware/software suite. Link management consoles must meet rigorous ergonomic standards, easily adapt to changes in layout and equipment, efficiently organize hardware and include structurally superior products that will withstand the stresses of around-the-clock 24/7/365 operations. The LOC will be used to control special use airspace operations and a satellite data network for real-world flight operations and operational flight test/training. LOC will not accept a traditional office furniture solution that is not designed for 24/7/365 operations of Satellite Link management and airspace control. 2. The contractor shall purchase and install ergonomically designed furniture consoles that have positions each for the link operators and a manager at building 8032, Dyess AFB, Texas capable of supporting 24 hour operations. The consoles must have the ability to move from a seated to a standing position and include built-in storage between each position for binders and printing equipment. Each position (7 positions total) on each console, must have enough space for personnel to work with multiple checklist binders open and laid out. The console positions must have the ability to mount as many as 6 monitors to a vertical surface with swing arms to free up counter space. The consoles must be spacious enough to have multiple keyboards and peripheral items. Integrate CPU storage within the frame structure of the console. The computer systems need to be hideaway and be able to be separated by 3 feet due to EMSEC (Emissions Security) requirements. The wiring and cabling must be able to be feed into the console via a raised floor and must not be visible. The furniture will not be located against the walls so the consoles must have built-in power sources, capable of handling the surge placed by the electronic systems they will house. There will also be multiple UPS that will need to be stored in the consoles themselves. The design should be able to accommodate a similar floor plan as the attachment design. Finally, install the new furniture.
