- Model list in.pdf format Model list in MS Excel format This document describes the scope, purpose and requirements for the purchase of 3D Models REQUEST FOR QUOTE Solicitation Number: W9124P-16-T-M3DM This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government is looking to purchase U.S. Military 3D Models used for computer games, simulation and training. The U.S. Army is creating a library of high quality virtual 3D models (with all source data in the native authoring tool formats), henceforth "3D Models", for use in next generation simulations, training and gaming platforms in support of the Military Gaming Portal (MilGaming). MilGaming is an website with a broad community of interest for all U.S. military services, government agencies and their supporting contractors and affiliates to download game software and supporting content and share resources, knowledge and experience in support of modeling, simulation and training (MS&T) programs. The MilGaming 3D Model Purchase objective is to procure 3D models at the required specifications including source files from a 3D model vendor that will be hosted on a central library to support the modeling, simulation and training (MS&T) needs of the MilGaming user community. 3D Models will be of the quality used in modern AAA game titles for use in next generation first person simulation, gaming, and virtual trainers that use various commercial game engines (i.e. VBS+, Unreal4+, and Unity5+). The Product Specification and model list (.pdf and.xlsx) are provided (attachment). The contract will be awarded to the lowest-priced, technically acceptable offeror based on the following: Offering vendors shall provide a quantity of one (1) sample 3D model with their proposal to be considered for the contract. The sample 3D model shall be of a comparable type of object (e.g. a vehicle) to those listed for this purchase. The sample shall be provided in Maya file format. The sample shall be provided at no cost to the Government and will be deleted after the evaluation. The sample 3D model will be evaluated by the Government for conformance to the Product Specifications at Enclosure 1, and rated as acceptable or unacceptable. As part of the technical evaluation, Government studio measurements and tests may be used to determine compliance with all specifications. Standard software measuring tools will be used for quality check of model attributes to include file formats, scene organization, basic dimensions, scale, orientation, geometry and topology complexity and structure, texturing, UV use, and rigging. A sample 3D model failing the technical evaluation will be rejected, and both the sample and the proposal will not be considered further. Offering vendors that submit a sample 3D model that successfully passes the evaluation will continue with the full proposal evaluation. Delivery is FOB Destination, IAW product specification however final delivery of all models is required 1 year (365 days) after date of contract award. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (r) of this provision). 52.212-4 Contract Terms and Conditions - Commercial Items 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Deviation 2013-O0019(JUN 2016) 52.232-33 Payment by Electronic Funds Transfer - System for Award Management The contract awarded for this procurement will also include any additional FAR or DFARS clauses determined by the Contracting Officer to be necessary to implement provisions of law or Executive orders applicable to acquisitions of commercial items (including, but not limited to, any applicable clauses listed in the basic clause of 52.212-5) or otherwise applicable to commercial items by virtue of their prescriptions in the FAR or DFARS.
