- Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, a brand name requirement for the manufacturer Lenel OnGuard for a security system related to the new Hanscom Primary School (HAFB PS) located on the Hanscom Air Force Base in Bedford, MA. The procurement is number W912WJ-16-R-0007. The HAFB PS will be constructed adjacent, and physically connected to, the newly constructed Hanscom Air Force Base Middle School (HAFB MS). In addition to the physical connection, the system used to monitor and/or alert both the on-site officials and off-site first responders to internal and external threats will also be a combined system. The HAFB PS security system must be interconnected to and completely compatible with that of the HAFB MS. In other words, the HAFB PS security alert system will be connected to, and be an extension of the system already in place at the HAFB MS. This combined system shall allow for the unhindered transfer of personnel information, a single point of data entry, relay of specific alarm information and effective transfer of alarms between schools, thus allowing security alarms to be activated in both schools upon the detection of a security threat in either school. The systems shall have a seamless interface. The system currently in the HAFB MS is manufactured by Lenel and is the Lenel OnGuard system. It is intended that there be a requirement that the security system provided in the HAFB PS shall be the same as and interface with this HAFB MS Lenel system such that the resulting system will generally function the same as if the system was a "stand-alone" system. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Lenel security system. The Government is not obligated to, and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice, will be considered by the Government. A determination by the Government to require the brand name for the Lenel security system for this HAFB PS procurement based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate security system manufacturers.
