Description
1. Position Title: READVERTIZED Deputy Program Office Director 2. Market Value: GS-15 - $102,646 to $133,444. Final compensation will be based upon the candidate past salary and work history, experience, and educational background of the successful candidate. 3. Place of Performance: Kampala, Uganda 4. Period of Performance: One only contract. 5. The U.S. Agency for International Development Mission in Uganda seeks to employ a U.S. (U.S. and Resident Aliens) offshore or resident in Uganda Personal Services Contractor to oversee strategy development, project and program design, budgeting, monitoring and evaluation, learning, and reporting for the Uganda Mission. 6. Education: Master's degree or related professional degree in International Development, Public Administration or related fields. 7. Work Experience: Ten years' recent experience in international development and program management. Relevant experience in programming USAID foreign assistance funds, and experience in project design and managing for results, is required. Experience overseeing and/or managing development assistance in East Africa is preferred. 8. Knowledge, skills and abilities: A thorough knowledge of USG and/or other international development agency program administration and oversight (including staff supervision), policies, acquisition and assistance procedures, and reporting systems is required. Current knowledge of political and economic conditions in Uganda is highly desirable. The contractor should have demonstrated professional ability through assuming positions of progressively greater responsibility over his/her career. S/he should demonstrate resourcefulness, good judgment, discretion, and have the ability to work effectively in a multi-cultural environment. The candidate must demonstrate strong management skills and experience in directing a team of at least five in all aspects of program and project management from concept design to implementation and reporting on results. 9. Language: Excellent English writing and oral presentation skills. Must be fluent in English (FSI 5 level).10. Security Clearance: Secret Level. Medical Clearance: STATE MED. 11. Applicants who meet the minimum qualifications will be evaluated and ranked based on the selection criteria and obtained through reference checks. USAID reserves the right to conduct telephonic interviews with the most highly ranked applicants and make the interview a deciding factor in selection. The scale and complexity of the USAID/Uganda assistance program requires the knowledge, skills and experience of a seasoned program officer. Applicants are strongly encouraged to address each of the criteria on a separate sheet describing specifically and accurately what experience, training, education, and/or awards that are relevant to each factor. 12. Notice to Applicants: USAID reserves the right to obtain from previous employers relevant information concerning the applicant's past performance, technical knowledge, required skills, including teamwork and team-building experience and may consider such information in its evaluation. Shortlisted candidates may be required to submit writing samples and/or do a written test. USAID/Uganda shall not pay for any expenses associated with the interviews. Introduction: The DPO will ensure that USAID/Uganda programs are consistent with Mission, Agency, and broader USG strategic priorities; and that activities and projects are directly supportive of the Mission's CDCS results, objectives and goals. The incumbent - in consultation with the Supervisory Program Officer - supervises the three core teams that comprise PPD: Monitoring, Evaluation and Learning; Budget and Project Design; and Development Outreach and Coordination to ensure that other Mission offices, USAID/Washington, USAID implementing partners and other stakeholders receive the quantity and quality of support that PPD is mandated to provide. B. MAJOR DUTIES AND RESPONSIBILITIES Specific functions may include, but are not limited to: 1. Supervise the design of new activities for USAID assistance to Uganda that are overseen by the PPD Budget & Project Design Team. This requires a detailed understanding of USAID project design policy and procedures, resource requirements for activities, and familiarity with the requirements of having the Mission portfolio consistently support the CDCS. 2. Represent USAID in interagency communication and strategic planning exercises, such as the U.S. Mission/Kampala Interagency Communications Team and the Integrated Country Strategy and Mission Resource Request processes. 3. Lead development and oversee implementation of the CDCS. 4. In conjunction with Mission technical teams, coordinate and leverage additional resources, including those from USAID/Washington sources such as the Global Development Lab, as well as those from other donors to Uganda. 5. Prepare and ensure timely processing of program budget and activity documentation (or supervise the same). This includes the annual Mission Resource Request, Operational Plan, Performance Plan and Report, Congressional Budget Justification (CBJ), Congressional Notifications (CN), and OYB reporting. 6. Plan and lead semi-annual development-assistance portfolio reviews. 7. Organize and lead Mission review of new proposed activities and projects, and provide analysis and recommendations to support or deny requests for modification and/or extension of activities, as appropriate and required. 8. Participate in technical evaluation committees for USAID/Uganda grant applications or project proposals (and for the Mission Kampala interagency, as required). 9. Prepare correspondence, cables and reports in response to ad-hoc inquiries or as part of routine reporting on program activities. 10. Attending - and in some cases, organizing - meetings, workshops and conferences, and preparing follow-up cables and reports. Supervision: The DPO is directly supervised by the PPD Director (the Mission's Supervisory Program Officer) or his/her designee.
