Description
1. Position Title: PEPFAR HIV/AIDS Advisor 2. Market Value: GS-14 - $87,263 to $113,444. Final compensation will be based upon the candidate past salary and work history, experience, and educational background of the successful candidate. 3. Place of Performance: Kampala, Uganda 4. Period of Performance: Two year contract. 5. The U.S. Agency for International Development Mission in Uganda seeks to employ a U.S. (U.S. and Resident Aliens) offshore or resident in Uganda Personal Services Contractor to provide broad-based and in-depth analysis and advice to the USAID Mission on PEPFAR-related issues and program implementation. S/he works closely with all PEPFAR-funded staff to ensure USAID's programs reflect (1) PEPFAR programmatic priorities, (2) USAID priorities, and (3) state-of-the art approaches 6. Education: Advanced degree in Public Health, Epidemiology, and International Health or in Law, Business/Public Policy Administration required. 7. Work Experience: Minimum 10 years of progressively more responsible work experience in international programming and/or programming and experience working in oversight, design, and implementation of HIV and AIDS programs. At least three years in a leadership position (Team Leader, Office Director) is preferred; Previous work program/project management experience, directly or indirectly, with USG health programs required. Work with PEPFAR is preferred; Knowledge of community, clinical and ethical issues involved in HIV and AIDS programming in Africa. 8. Abilities and skills: An advanced understanding of the USG PEPFAR program: its organizational structure, its technical policies, its achievements to date, and its longer term objectives; A basic understanding of the organizational structure of USAID and its strategic objectives related to health; High degree of judgment, maturity, ingenuity and originality to interpret strategy, to analyze, develop and present work and to monitor and evaluate implementation of programs; Ability in dealing effectively and diplomatically with multiple U.S. and host-country government agencies, non-governmental organizations, faith-based organizations, and the private sector; Strong interpersonal and teamwork skills with experience in operating effectively in cross-cultural environment and working within an interagency setting; Excellent interpersonal, oral\written communication and computer skills; Willingness and ability to travel extensively including Temporary Duty (TDY) in emergencies, and to work virtually; Level IV (fluent) English writing and speaking ability is required. 9. Security Clearance: Secret Level. Medical Clearance: STATE MED. 10. Applicants who meet the minimum qualifications will be evaluated and ranked based on the selection criteria and obtained through reference checks. USAID reserves the right to conduct telephonic interviews with the most highly ranked applicants and make the interview a deciding factor in selection. This position requires a highly qualified and experienced individual with exceptional interpersonal skills, the ability to foster team work, strategic thinking, and also understand the technical requirements to achieve the PEPFAR goals in Uganda. Consensus building is a critical skill. The incumbent must be familiar with and be able to work well in an overseas environment and with a wide range of governmental and non-governmental counterparts. 11. Notice to Applicants: USAID reserves the right to obtain from previous employers relevant information concerning the applicant's past performance, technical knowledge, required skills, including teamwork and team-building experience and may consider such information in its evaluation. Shortlisted candidates may be required to submit writing samples and/or do a written test. USAID/Uganda shall not pay for any expenses associated with the interviews. Introduction: The PEPFAR HIV/AIDS Advisor provides broad-based and in-depth analysis and advice to the USAID Mission on PEPFAR-related issues and program implementation. S/he works closely with all PEPFAR-funded staff to ensure USAID's programs reflect (1) PEPFAR programmatic priorities, (2) USAID priorities, and (3) state-of-the art approaches. S/he liaises with other USAID/Uganda offices to ensure that their technical expertise is appropriately applied to the development and implementation of PEPFAR activities. S/he provides technical input in the development of strategic documents such as project designs, technical strategies, and evaluation plans. In conjunction with the HIV Team Lead, s/he serves as the USAID representative on the PEPFAR/Uganda Steering Committee which includes representatives of State Department, CDC, the Department of Defense, the Peace Corps, and the National Institute of Health. S/he also works closely with international and bilateral organizations and donor agencies to address technical issues and coordinate HIV/AIDS and TB efforts in relation to program/project implementation. These responsibilities include regular contact and collaboration at technical and policy levels in a complex and rapidly evolving country context, with counterparts in the MOH, other government ministries and agencies, civil society organizations, private companies, other donor and international organizations and with other USG entities working in furtherance of HIV and AIDS prevention, care, treatment, and mitigation goals in Uganda. The PEPFAR HIV/AIDS Advisor serves as a member of the HIV/AIDS team, under the USAID HIV/AIDS Team Leader. The Advisor will interact frequently with the Mission Director and the Health Office Director, providing advice and analysis as needed. S/he is expected to use independent professional judgment, experience, and skills to plan and carry out assigned programs, projects or other assignments. B. MAJOR DUTIES AND RESPONSIBILITIES Specific functions may include, but are not limited to: Technical Advisor and Project Design and Evaluation (60%) 1. Contribute to the design, implementation, monitoring and evaluation of HIV and AIDS programs and interventions. Work closely with the HIV technical team to ensure the integrity and comprehensiveness of the overall portfolio and has primary responsibility for monitoring project/program implementation. 2. Coordinate and participates in Site Implementation Monitoring visits and other PEPFAR monitoring and evaluation priorities, and ensures the follow-up of all findings. 3. Provide strategic input to ensure the timely completion of Mission reports, including the Country Operational Plan, Operational Plan, Congressional Budget Justifications, Technical Notifications, and Semi-Annual and Annual Progress Reports and Portfolio Implementation Reviews. 4. Liaise with other offices of the Mission, the Embassy, implementing partners and host-country counterparts, as necessary, for the full success of the USAID PEPFAR program. Technical Leadership and Strategic Planning (20%) 1. Provide strategic leadership in implementing the new PEPFAR's new directions, including Site Implementation Monitoring System, geographic refocusing, return to core activities and budget consideration. Provide technical assistance to the USAID HIV team to help them position themselves strategically in the new PEPFAR environment and plays a principal role in the formulation, adoption, and application of policies and technical guidelines, based on state-of-the-art knowledge and program experience, to achieve USG objectives for HIV and AIDS in Uganda. 2. Communicates regularly with headquarters (Washington-based staff) to stay informed about cutting-edge policies, strategies and evolving technical guidance. Advise Mission Leadership on how these policies, strategies and technical guidelines can most effectively be incorporated into USAID/Uganda programs. 3. Work with all USAID/Uganda staff to help ensure that implementing partners activities are aligned with PEPFAR and MOH priorities and implemented as such. 4. Regularly and frequently consult with senior counterparts of ministerial and near ministerial ranks in the Ugandan National and District Departments of Health, Chiefs of Party of major NGOs, and with directors of health institutions such as universities, and Medical Associations. Through these contacts, remain informed and up-to-date on health matters, especially HIV and AIDS issues in the country, including new levels and trends in health conditions, status of key policies, and legal and regulatory changes that could affect the implementation of USAID programs. Representational and Reporting (10%) 1. Together with the HIV Team Lead, represent USAID on the inter-agency USG PEPFAR Steering Committee. The Advisor also represents USAID in designated interagency and interagency fora. 2. Represents USAID and PEPFAR in designated national, regional and international meetings that relate to HIV and AIDS, TB and other issues. 3. Contribute to the development of narratives for the COP, the semi-annual and annual reports, congressional presentations, portfolio reviews, performance monitoring plans and other key documents. Specific tasks include editing and verifying submissions for completeness and consistency with PEPFAR guidance. Other Duties (10%) As a member of the PEPFAR Team, respond flexibly and capably to a wide range of work-related requirements. This includes, but is not limited to, responding to Congressional inquiries, supporting VIP visits, responding to Washington policy and operational requests, and carrying out ad-hoc assignments as dictated by unforeseen operational requirements at the discretion of the USAID/Uganda Mission Director, Deputy Mission Director, Health Office Director and HIV Team Lead. Supervision: The PEPFAR HIV/AIDS Advisor will report to the USAID HIV/AIDS Team Lead in the Office of Health at the USAID/Uganda Office.
