Description
Statement of Work The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office for Coastal Management (OCM), Charleston, SC, utilizing the procedures at Federal Acquisitions Regulations Part 13, has a requirement for a cloud based video conferencing service that is non-proprietary and allows the largest range of video clients such as Skype, Microsoft Lync, Google Talk, smart devices such as iPhone and Android, and web browsers as well as traditional h.323 based clients. The service should allow for as many adhoc conferences at one time as needed and allow OCM remote staff to initiate video conferences on their own as needed. OCM would like to reduce the cost of travel, dependency on specific hardware platforms, and take advantage of the economy of scale which legacy hardware solutions do not provide. This will be a one-year contract with three option periods. For specifics and details please see the attached Statement of Work. This is a 100% small business set aside procurement. The North American Industry Classification System (NAICS) Code is 517919, with a size standard of $32.5 million. The Government's estimated cost for this requirement is not expected to exceed Simplified Acquisition Threshold. Hard copies of the solicitation will not be available. Interested parties are responsible for downloading their own copy of the solicitation and amendments (if any) and monitoring the website to ensure that they have the most up to date information regarding the acquisition. Proposals/Offers shall be submitted in accordance with the guidelines outlined in the statement of work (SOW). All questions resulting from this notice or the subsequent solicitation document must be submitted in writing via email to Brian.Clark@noaa.gov Reference the solicitation number in the subject line of your email. Offers and all required documents maybe submitted electronically (preferable), mail carrier, or via fax (843)740-1290, however; the Government shall not be responsible for the malfunction of electronic machinery or mail carrier error. The award will be made on or around an estimated date of June 17th, 2016.
