- Instructions for Submission of Capability Statements in Response to SFSIAQ16I5002 Criteria List for technical, operating, and security requirements Draft Statement of Objectives (SOO) for the FSI/SAIT Innovation Sandbox Data Collection Project via Ideation Challenge Request for Information SFSIAQ16I5002 School of Applied Information Technology (FSI/SAIT) Innovation Sandbox Data Collection Project via Ideation Challenge This Request for Information (RFI) is issued solely for information and planning purposes only and is not a Request for Proposals or Quotes (RFP or RFQ) or an obligation on the part of the Government to acquire any services. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to its submission. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. The information provided in this RFI posting is subject to change and is not binding on the Government. The Department of State, Foreign Service Institute is seeking information regarding the following Draft Statement of Objectives (SOO). Please carefully review the Draft SOO and attached Criteria List document and respond according to the directions following stated below. RFI Responses/capability statements should include the following: 1.Contact information: a.Name of company b.Business title c.Institution or organization affiliation d.Email address e.Phone number f.Company's business size and DUNS number 2.Summary of credentials/professional experience relative to similar requirements; 3.Recommendations to improve or clarify the Draft SOO; what information can/should be added to the SOO to facilitate the development of a quality Performance Work Statement (PWS)? What information should be clarified within the Draft SOO? 4.Do you have any existing commercial available products/services that could be utilized? 5.Please state the estimated firm fixed prices for this project for various technical solutions, if applicable. 6.What Government stated operating constraints or technical requirements (see the attached Criteria List) most limit you (the contractor) from developing a unique and innovative technical solution (PWS)? 7.Could services be performed on-site or off-site and what mix of labor would be most cost effective? 8.What is the estimated amount of labor hours/contractor labor categories required to execute a notional Performance Work statement (PWS)? 9.Any information that may benefit the Government to refine the Draft SOO. 10.Recommendations on the appropriate NAICS code for this requirement. Do not include the following in the response: 1.Do not submit formal proposals or offers; 2.Do not submit requests to be considered for award or to be notified of a future solicitation; as a courtesy to vendors who submit SS capability statements, responding vendors will be notified should the government elect to issue a formal RFP/RFQ at a later date. 3.Do not submit requests to be added to a mailing or distribution list; 4.Do not submit questions or comments not related to this RFI; 5.Do not respond via telephone. How to Submit Responses: 1.Submit the required information in a word document to Eric Modrak, Contracting Officer, at ModrakER@state.gov. 2.Please include "SFSIAQ16I5002: Sandbox" in the e-mail subject line. 3.If you have any questions regarding this RFI, please submit them via e-mail. 4.The RFI submission closing date is June 14, 2016 at 14:00 ET. Additional Information on SOOs from acquisition.gov: The SOO is a Performance Based Acquisition requirements document. Statement of Objectives (SOO) means a Government-prepared document incorporated into the solicitation that states the overall performance objectives. It is used in solicitations when the Government intends to provide the maximum flexibility to each offeror to propose an innovative approach. The SOO is a very short document (e.g., under ten pages) that provides the basic, high-level objectives of the acquisition. It is provided in the solicitation in lieu of a government-written statement of work or performance work statement. In this approach, the contractors' proposals contain performance work statements and performance metrics and measures (which are based on their proposed solutions and existing commercial practices). The intended benefit of using a SOO is to open the acquisition up to a wider range of potential solutions.
