- The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price bridge Purchase Order to Intuitive Sign Language Services, LLC. Services are for an on-site American Sign Language (ASL) interpreter at USACE Headquarters in Washington, DC. The period of performance is from June 27, 2016 through October 28, 2016. This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.201 and FAR 13.106(b)(1). The purpose of this sole source to the incumbent contractor is to maintain continuity while soliciting and awarding a new contract (estimated to be base year and two option years). Services must continue in accordance with the disabilities Act 1990 and may not have a break in service. Due to the short period of performance, it is in the best interest of USACE to continue with the incumbent. The incumbent has been under contract and providing the interpreting service to deaf individual for the last four years. It would not be productive, cost effective or beneficial to the mission requirements to obtain a different vendor for this bridge requirement as a new contractor would have to learn all the USACE lingo and processes. Part of this bridge contract will include a transition period for a potentially new interpreter to come on board in October 2016. However, any firm that believes it can meet this requirement may give written notification to the Contracting officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, the U.S. Army Corps of Engineers will proceed with awarding a fixed price bridge purchase order to Intuitive Sign Language Services, LLC.
