Description
Mini Justification and Approval Document FOR OTHER THAN FULL AND OPEN COMPETITION Of requirements valued less than $150,000 1. Contracting Activity: USPFO-CO, 660 S. Aspen St, Bldg 1005, Buckley Air Force Base, Aurora, CO 80011 2. Nature and/or description of the action being approved: Advertising services provided are the production and implementation of all announcement, lead generation initiatives and static displays promoting the Colorado Army National Guard. 3. Description of the supplies or services required to meet the agency's need to include estimated value: 4. Authority Cited: (Identify the statutory authority, FAR title and FAR citation permitting other than full and open competition) The statutory authority permitting Other than Full and Open Competition is 10 U.S.C. 2304(c) (2) as implemented by FAR 6.302-1 - Only one responsible source No other Supplies or services will Satisfy Agency Requirements. 5. Reason Authority Cited: (State explanation describing circumstances preventing full and open competition and describe what harm will come to the Government if this action is not taken) The Colorado Army National Guard will be purchasing Lead Generation and Advertising with the Colorado Springs Sky Sox. The purchase will include: (1) Lead Generation through digital kiosk opt in initiatives; (2) Call to the Bullpen Full season PA announcements and :15 Second video board commercials; (3) Strikeouts - Full Season PA announcements and Video Board graphics upon occurrence; (4) Recruiting Booth Space availability at all games; (5) 8ft by 32 ft. Outfield static display billboard. (6) Pocket Schedule printed ad in 150,000 pocket books. Sky Sox Baseball is the sole company that sells lead generation and advertisingduring the Sky Sox baseball games at their home field in Colorado Springs. 6. Actions to Increase Competition: (Provide a description of the efforts made to ensure that offers are solicited to as many sources as practicable, including whether a notice was or will be publicized as required by FAR subpart 5.2 and, if not, which exception under 5.202 applies) N/A 7. Market Research: (Describe the extent of the market research conducted to identify all qualified sources and the results thereof or a statement of the reason market research was not conducted. "Market Research" means collecting and analyzing information about capabilities within the market to satisfy agency needs) Two other Colorado Sports Teams were quoted. The Colorado Rapids and the Colorado Avalanche. We found that all prices were much higher compared to the Sky Sox for what they could produce. As specified in the quote, the same type of program with the previously mention teams was quoted in excess of $150,000 for half of the games played. 8. Other Interested Sources: (Provide a listing of the sources, if any, that expressed, in writing, an interest in the acquisition) N/A 9. Subsequent Acquisitions: (Provide a statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services are required) N/A 10. Fair and Reasonable Price Determination: IAW with FAR 13.106-3(a)(2), I have determined that the anticipated cost to the Government is fair and reasonable based upon one or more of the following: (Contracting Officer check as appropriate) ___(i) Market research; ___(ii) Comparison of the (anticipated) price with prices found reasonable on previous purchases; ___iii) Current price lists, catalogs, or advertisements. However, inclusion of a price in a price list, catalog, or advertisement does not, in and of itself, establish fairness and reasonableness of the price; _X_(iv) A comparison with similar items in a related industry; ___(v) The contracting officer's personal knowledge of the item being requested; _(vi) Any other reasonable basis. 11.
