- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Oxford Instruments America located at 300 Baker Avenue, Suite 150, Concord, MA 01742 to purchase a X-Max Extreme windowless ultra high sensitivity silicon drift detector and AztecEnergy analysis system (Part Numbers 51P1000, 51D1031 and 51A1005) to facilitate the low energy x-ray analysis of organic and light element materials. The sole source justification is based on the following: Effective x-ray analysis of organic materials and light elements such as Li requires a specialized windowless detector with a large solid angle. NIST owns and operates a FEI Helios 650 focused ion beam scanning electron microscope (FIB SEM) but does not currently have a windowless detector that can provide the level of detection required. The Oxford Instruments X-Max Extreme detector was discovered during market research as the only windowless detector that could meet NIST's requirements while also being compatible with NIST's current Helios FIB SEM. Additionally, the AztecEnergy analysis system is the only system discovered during market research that can facilitate the analysis of the organic and light element materials that is compatible with the X-Max Extreme detector. Market research has shown that Oxford Instruments of America is the sole company who can provide this equipment to NIST. Given these facts, Oxford Instruments of America is the only source reasonably available to provide the required equipment and software. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:00 am EST June 16th 2016, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
