SOURCES SOUGHT NOTICE - (NAICS 519130 Internet Publishing and Broadcasting and Web Search Portals) This is not a solicitation announcement. This is a sources sought notice for the identification of potential vendors to provide The Department of Veterans Affairs (VA) Veterans Integrated Service Network 1 (VISN 1) a site-wide (Bedford MA, Boston MA, Brockton MA, West Roxbury MA, Manchester NH, Providence RI, Togus ME, West Haven CT, White River Jct. VT, and our Community Based Outpatient Clinics [CBOC's]) license for access to a single, online web-based point of care (PoC) clinical decision support tool. The required decision support tool must be an electronic database of clinical articles that will provide VISN1 with information to directly support patient care. Additionally, it will be a good source of background information and assist healthcare providers in education and research. The intent of the requirement is a VISN1-wide provision of an electronic decision support, point of care database of clinical articles that can be integrated within our discovery search platform. Authentication must be through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. Users are to have immediate access from any web-enabled computer on a network within VISN1. It is required that all authorized remote users of VPN, Citrix or Athens can have access via any VA networked computer and/or CPRS. Allow mobile access when available. A firm fixed price contract is anticipated, with a delivery start date of August 1st, 2016. The solicitation package is anticipated to be available on or about June 30, 2016. The purpose of this notice is to gain knowledge of potential qualified sources and their business size classification relative to NAICS 519130. Consistent with the VA's Veterans First Contracting Program, VA is particularly interested in identifying Service-Disabled Veteran-Owned Small Businesses and/or Veteran-Owned Small Businesses with the capability to perform. Period of Performance: 8/1/2016 to 7/31/2017 with 3 option years Product/Information Quality: VISN1 subscription to the clinical decision support, point of care, online database of clinical topical articles, and associated graphs, tables, images, etc. that support the context of the written material. The collection needs to provide a core set of clinical resources which will be used by clinicians in patient care. The database will also need to provide patient level health articles for providers to use in discussions with their patients for patient education purposes. Additionally, the database will need to provide data access to ACCME-accredited AMA PRA Category Continuous Medical Education (CME) points per topic reviewed for search(es) performed. Usability: The navigation system for clinical decision support must be a tool that is logical and easy, providing fast access to topics and subtopics. The navigation system must have topic linking or indexing retrieves electronic content of high relevance quickly. The navigation system needs to have "user friendly" help and direction aids. Access, content, Support: "Product/service is 508 compliant. (http://www.section508.gov/) oIf product is not 508 compliant, contractor must describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. OR oIf product is not 508 compliant and vendor must describe what steps are being done to make it 508 compliant. "Access to be granted through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. "It is required that all authorized remote users (with VPN, dial-up, wireless, etc. access) have access to the product through any VA networked computer and/or CPRS. "The product is compatible with most standard web browsers, which have cookies enabled. To insure privacy, the product uses session cookies rather than persistent cookies. "The product is compatible with the Windows environment. "All site content and support of the web site is the responsibility of the contractor. This includes tech support to VISN 1 users region-wide. "System downtime is minimal and VA project manager is notified when such occurs. "Single point of contact for customer service issues is assigned to VA. "Questions are responded to on the same business day. "Usage statistics are available to the system administrator on an enterprise level. "The product should be accessible via a variety of Personal Digital Assistant (PDA) platforms including the Blackberry, smart phones, tablets, and iPads. "The contractor should offer training services. On an as-requested basis, the vendor will arrange training sessions (web-based or live) to train VISN1 library staff and/or healthcare providers on use of the product. Specialized training sessions may be requested for VISN1 library staff. "Availability of usage statistics at an IP level is highly desirable. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. All information submitted in response to this Sources Sought notice become property of the Government. Responses Interested parties are requested to respond to this notice with the following information: "Company name, address, point of contact with phone number, e-mail address, NAICS code(s), and DUNS number; "Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 521210, Other Metal Container Manufacturing. "Detailed information showing specifications of the tentative proposed product anticipated to meet the requirements of the VA. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Responses to this notice should be sent via email to the attention of Joyce Goodale at joyce.goodale@va.gov. Telephone responses will not be accepted. Responses must be received no later than 3:00 PM ET, Friday, June 16, 2016. All contractors interested in doing business with the Government must be registered in the System for Award Management (SAM) database at https://www.sam.gov. Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses should also indicate whether the company is verified by the VA in the Vendor Information Pages (VIP) Database at www.vetbiz.gov.
