SOURCES SOUGHT: This information is for planning purposes only and is not to be construed as a commitment by the government. This is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation. Response to this Sources Sought is strictly voluntary and will not affect any firms' ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The purpose of this document is to identify potential sources. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this source sought or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this sources sought and the Government's use of such information. This Sources Sought is conducted to identify all potential sources capable of meeting the requirements described below. The U.S. Government will in no way be obligated to purchase all or any part of the items described above. The U.S. Government is providing this information as general information only. The U.S. Government will in no way be bound to this information and responses received if or when any solicitation is issued. The Government will not rank or provide any reply to submittals from interested firms. Requirement: The Army Modeling and Simulation Office (AMSO) provides oversight, and the management of models and simulations across all Army Modeling and Simulation (M&S) domains. Accomplishment of this mission includes the following: Developing and promulgating the Army's M&S policy; supporting Senior Leaders in resourcing Army M&S programs; promoting the Army's M&S research program; fostering reuse and development of common M&S components and tools; ensuring integration of M&S across all Army M&S domains; providing oversight of Advanced Concepts and Requirements (ACR), Research, Development, and Acquisition (RDA), Training, Exercises, and Military Operations (TEMO); and the evolving Army Communities enabled by M&S. The Contractor shall provide Knowledge Management (KM) support to improve AMSO's knowledge sharing and overall effectiveness by continuously assessing the KM program, infrastructure, and readiness and provide assistance to AMSO higher headquarters KM staff when required. Perform knowledge analysis to answer information requirements and provide solutions for closing persistent gaps. Provide support to the KM officer with expertise and training in the management of KM tools, processes, systems; develop and conduct newcomer and refresher KM and SharePoint training. Provide instruction to simulation school programs of instruction. Search for and capture observations, insights, and lessons from other directorates, units, organizations, and individuals via non-secure and secure Internet protocol router networks (NIPRNET and SIPRNET) sites and forums. Develop procedures and provide support to monitor, assess, and improve KM processes and tools to include but not limited to MS SharePoint and the AMSO website. Develop comprehensive document naming conventions, data tagging policies, and data organization. Remain abreast of current and future trends in KM and content management. Identify and implement effective solutions in content management coordinating and integrating the creation and organization of a common operational picture. The Contractor shall conduct MS SharePoint website management in support of the AMSO KM Officer, consisting of creating, managing, customizing, and deploying the SharePoint application. The Contractor shall organize information, manage and secure data, facilitate offline collaboration, integrate MS Office applications, tailor the website to meet AMSO objectives, and adapt features custom building solutions. Search for and capture observations, insights, and lessons from other directorates, units, organizations, and individuals via non-secure and secure Internet protocol router networks (NIPRNET and SIPRNET) sites and forums. Develop procedures and provide support to monitor, assess, and improve KM processes and tools to include but not limited to MS SharePoint and the AMSO website. Remain abreast of current and future trends in KM and content management. Identify and implement effective solutions in content management coordinating and integrating the creation and organization of a common operational picture. Contractor shall provide planning and management support of the synchronization and integration of the Army Model and Simulations Enterprise with emphasis on supporting common Army M&S requirements, capabilities, gaps, and solutions Knowledge of current and emerging technical issues and processes concerning M&S capabilities, architectures, system interoperability, distributed simulation operations, network interfaces, databases, and interface with mission command systems is required. Contractor shall provide strategic planning, policy development, and associated products in support for Army modeling and simulation workforce management across all aspects of acquisition, development, career management, and force management. The Contractor shall conduct training analysis, training development, classroom instruction, DL courseware development, delivery and sustainment support for each of the M&S Communities of Practice (CoP) and for each M&S Communities of Interest (CoI). This consists of the following CoPs: acquisition, analysis, experimentation, intelligence, test and evaluation, and training; and the various CoIs to include: cyber, engineering, logistics, and medical. The Contractor shall conduct Analysis, Design, Development, Implementation and Evaluation (ADDIE) procedures for each CoP and CoI. All M&S courseware developed under this effort will be based upon DoD level M&S guidance tailored to accomplish current/future AMSO training and career field development activities.
