Description
Request for Information for Commercially Available Buffered Radar Switch HSCG44-16-R-RFI0014 Disclaimer and Important Notes: This posting is a Request for Information (RFI) from interested vendors and is issued solely for informational and planning purposes. This posting is not a Request for Proposals or a Request for Quotations, and it is not considered to be a commitment by the Government to award a contract nor is the Government responsible for any costs incurred in furnishing information provided under this RFI. No basis for claim against the Government shall arise as a result from a response to this RFI or Government use of any information provided. Further, the Coast Guard is not at this time seeking proposals and will not accept unsolicited proposals. No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses will assist the Government in determining the availability of potential solutions and commercial products in the market. At this time no solicitation exists; therefore, Do Not Request a Copy of the Solicitation. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Requirement: The Department of Homeland Security, U.S. Coast Guard (USCG) Command, Control, and Communications Engineering Center (C3CEN) requests information on a commercially available Buffered Radar Switch. The Coast Guard C3CEN CT-C1 is in need of a Radar Switch for installation on various classes of Coast Guard Cutters and in a laboratory environment. SeaWatch is a USCG system that provides an enhanced afloat Coast Guard System that integrates navigation and tactical sensors, communications and optical surveillance systems to provide a superior situational awareness of the operational environment at sea. The SeaWatch system interfaces with an array of shipboard sensors (Navigation, surface-search, air-search, multi-modal radio, etc.) that are a blend of Commercial products and Government software to provide the user with a consolidated Navigation, Radar and Continuity of Operations Picture. The USCG is requesting information for a commercially available Buffered Radar Switch. The request for information is looking for a buffered radar switch that would connect two AN/SPS-50 surface search radars into the switch and allow the selection of a single radar source out of the switch passing signals to the SeaWatch Command and Control system for further radar processing. Each radar outputs the following signals; Azimuth Change Pulse (ACP) or also known as Bearing Pulse (BP), Azimuth Reset Pulse (ARP) or also known as Heading Pulse (HP), Video, and Trigger. Each of the Radar signals required at the input/output consists of ACP/BP (0 to + 12VDC), ARP/HD (contact closure), Trigger (0 to +12VDC) and Video (0 to -5VDC w/ 75 ohm load). Input power shall be 115VAC. It is imperative that the Radar signals coming into the switch be buffered when sent to the output ports. Mechanical connect/disconnect contacts will not be acceptable. The radar signals shall not be altered in any way. This switch will need to be mounted in a 19" equipment rack and be no more than 2 Rack units in height. The switch shall have a front panel control with indications for power and radar source selection. Submission of Information: Interested parties are encouraged to submit a response which supports the company's claim that it presently has a commercial solution that provides the technology, performance, and functionality required to satisfy the requirements or submit a response which identifies areas in the system requirements your company can not meet. The Coast Guard's requirement may be refined based on knowledge gained from RFI submissions. Specifically, any interested parties are requested to provide the following information: 1. Name of Company and DUNS number 2. Point of contact and phone number 3. Size of Business according to North American Industry Classification System (NAICS) 334419 Other Electronic Component Manufacturing. 4. Positive statement of your interest in this procurement as a prime contractor 5. Description of your product that might fill this requirement: a. What type of products do you offer that might fill this requirement? b. Provide a description of your product's system capabilities and performance, environmental specifications, physical dimensions, and power requirements. c. Do you offer these products commercially? (Is this item under a current GSA Schedule or do you currently have a contract for this product/service with any other Federal Agency?) d. Do you offer a commercial product that could be modified to fulfill this need? e. Do you believe there is a better method of fulfilling this requirement? If so, provide an alternative solution. f. Do you offer quantity or other discounts to your customers? g. Do you have licensing requirements? h. What are your warranty terms, if any? i. Provide information for any additional charges for special packaging and marking? j. What is your average delivery lead time for this type of product? k. Provide a list of any proprietary data/components or embedded components for this product or data associated with this item? l. Existing technical documentation and brochures are welcome as attachments as well as product catalogs and price lists. m. What is your repairable life cycle? Upon receiving feedback, the Coast Guard will assess all input and its impact on the development of the final specifications. Contractors doing business with the Government are required to register in the System for Award Management (SAM) database before they can be awarded a contract. Technical documentation, brochures, if included, does not count in the fifteen page maximum.
