AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W912NR-16-R-0016 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. The associated North American Industrial Classification System (NAICS) code for this procurement is 541810 with a small business size standard of $15.00M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-06-06 16:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be NEW ORLEANS, LA 70117 The National Guard - Louisiana requires the following items, Meet or Exceed, to the following: LI 001: 1.Advertising inventory: 8 static bus stop shelters ? spaces provided by municipalities for the patrons of public transit to await the arrival of scheduled public transportation in case of inclement weather, placed in proven high-visibility locations agreed between RRB and vendor to remain throughout the life of the contract. Bus shelter spaces in NOLA are large poster shaped dimensioned at: 47? wide by 68? tall. Graphics and creatives are yet to be determined, but will focus on LAARNG Priority to reach the Hispanic and female markets., 1, LOT; LI 002: 2.Advertising inventory: 8 bus stop shelters: locations are not set ? same as item 1, this memo: spaces provided by municipalities for the patrons of public transit to await the arrival of scheduled public transportation in case of inclement weather, to be placed at locations contingent upon market research and real-world observation. These locations will have the ability to change to suit the customer as market research and real-world observation support a differing location to provide best-value exposure and increased impressions. Bus shelter spaces in NOLA are large poster shaped dimensioned at: 47? wide by 68? tall. Graphics and creatives are yet to be determined, but will focus on LAARNG Priority to reach the Hispanic and female markets., 1, LOT; LI 003: 3.Advertising inventory: 8 bus king ads on traditional public transit buses in Jefferson Parish (West bank and East bank). Bus king ad is 192? wide by 30? tall. A bus king ad makes use of the driver?s side of the bus and traditionally spans from a location just behind the driver?s seat to a point at the back of the rear fender. It is the intent of this ad space to be placed on newer buses to minimize the possibility that the vehicle would be out of circulation for any maintenance reasons. Graphics and creatives are yet to be determined, but will focus on LAARNG Priority to reach the Hispanic and female markets., 1, LOT; LI 004: 4.Advertising inventory: 7 Regional Transit Authority (RTA) bus King-Kong ads with routes in Orleans Parish. RTA buses are part of a national contract for larger metropolitan markets and generally have newer rolling stock with a more comprehensive maintenance plan. RTA buses RTA bus King-Kong ad is 115? wide by 235.5?tall. A bus King-Kong ad makes use of the driver?s side of the bus and traditionally spans from a location immediately between front and back tires horizontally and from the bottom to top edges of the bus vertically ? covering the windows within the dimensions of the ad. King-Kong ads are considered a wrap and have an added benefit of a billboard appearance because of their size and shape. Graphics and creatives are yet to be determined, but will focus on LAARNG Priority to reach the Hispanic and female markets., 1, LOT; LI 005: 5.Advertising inventory: 115 interior advertising. Interior advertising refers to visual advertisements placed throughout the cabin of the buses. These advertisements are cardboard or styrene inserts placed in ?framed-in? spaces that line the top edge of the buses? interior. The amount of 115 is based on the quoted number of regular public transit and RTA buses in the NOLA area. Bus interior ads may vary in size, but have an average size of 18? tall by 30? wide. Graphics and creatives are yet to be determined, but will focus on LAARNG Priority to reach the Hispanic and female markets, 1, LOT; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - Louisiana intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Louisiana is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Vendor will provide list of approved print and production vendors for creation and installation of required advertising materials. Vendor must work with Government Printing Office (GPO) to accomplish emplacement of said materials. GPO will structure their purchase to cover installation costs.
