Description
The Federal Aviation Administration (FAA) Aircraft Maintenance and Engineering Group (AMEG) has a requirement for a Learjet 60 PW305A Engine Management Program. The FAA contemplates a single award, indefinite delivery/requirements type contract. The period of performance is anticipated to be one base year and four (4) separate one-year option periods, if exercised. This solicitation/request for offer is available for FULL AND OPEN competition and does not contain a set-aside restriction. Both large and small businesses may participate in this SIR/RFO. Each offeror must submit a proposal in accordance with the instructions in Section L of the SIR/RFO. Proposals will be evaluated in accordance with Section M of the SIR/RFO. Proposals are due no later than 3:00 p.m. local time CST (Central Time Zone), Thursday, June 30 2016, and must be submitted in hard-copy to the Mike Monroney Aeronautical Center (MMAC) FAA, Customer Service Desk (AAQ-700), Physical Address: 6500 South MacArthur Boulevard, MPB Bldg #24 Room 313 Oklahoma City, Oklahoma 73169. Mailing Address: P.O. Box 25082, Oklahoma City, Oklahoma 73125. The proposal must be labeled as follows: SIR/RFO DTFAAC-16-R-40004. If all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for contract award. NOTE: The FAA Contracting Opportunities (FAACO) website at faaco.faa.gov is the portal for publication of this solicitation. The FAA does not publicize announcements directly through fedbizops (www.fbo.gov). A courtesy copy of this announcement is transmitted electronically to fedbizops from FAACO. Offerors are cautioned to note that the attachments/information on fedbizops may or may not have transmitted correctly from FAACO. Please view the solicitation directly at faaco.faa.gov. Interested parties are encouraged to subscribe to FAACO to receive update notifications concerning the solicitation. If downloading is not possible, all requests for copies of the SIR document(s) must be made in writing to the attention of Monica Price, Contracting Officer (AAQ-722), via e-mail at monica.price@faa.gov Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at MMAC. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at MMAC. Any questions pertaining to this SIR/RFO should be sent in writing to the Contracting Officer (CO) at monica.price@faa.gov within fourteen (14) calendar days of the release of the SIR. The FAA reserves the right not to allow questions after the fourteen (14) day cutoff. No phone calls please. All Offeror questions, concerns, and clarification requests must be made in writing and submitted to the contract specialist monica.price@faa.gov. Do not contact the Program Office regarding this solicitation. In addition, This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $570,000.
