THIS IS A SYNOPSIS FOR A REQUEST FOR PROPOSALS FOR NSA BUILDING 3290 ABOVE GROUND STORAGE TANK A and B REMOVAL AND REPLACEMENT FOR NAVAL SUPPORT ACTIVITY, CRANE, INDIANA WILL BE RELEASED VIA THE INTERNET. This will be the only method for distributing solicitation documents and amendments. THIS SOLICITATION WILL BE AVAILABLE FOR VIEWING AND DOWNLOADING AT THE FOLLOWING WEBSITE: https://www.neco.navy.mil The official plan holders list will be maintained and can be printed on the website only. Amendments will be posted to the website for viewing and downloading. IT IS THE OFFEROR ™S RESPONSIBILITY TO PERIODICALLY CHECK THE WEBSITE FOR AMENDMENTS. ALL PROSPECTIVE OFFERORS AND PLAN ROOMS ARE STRONGLY ENCOURAGED TO REGISTER ON THE WEBSITE. All contractual and technical questions shall be submitted to Susan Bell via facsimile at 812-854-3800 or e-mail at susan.bell@navy.mil. Solicitation documents will only be available electronically at the following website: https://www.neco.navy.mil or www.fbo.gov This RFQ is for a lump sum contract awarded on a fixed-price basis to permanently remove two (2) above ground storage tanks (AST ™s) and replace with one (1) above ground storage tank on subject contract at NSA Crane. The intention of this solicitation is to obtain all labor, material and administrative cost to provide and secure the demolition and disposal of two existing above ground storage tanks, and their replacement by a single double wall two compartment UL 2085 compliant 500 gallon total fuel tank with options as specified in the scope complete and ready for use. A new concrete pad, bollards, and electrical are also included and incidental related work. Further requirements and submittals, along with certification requirements, are listed in the Statement of Work. Existing tanks shall stay in service and be usable until the new tank has been tested and accepted by the Government. All work shall be performed in accordance with all applicable federal, state, and local laws and regulations. The term of the contract will be 90 days after award. The NAICS Code for this solicitation is 237120, Storage Tank Replacement. The Small Business Size Standard is $36,500,000.00. Under Federal Acquisition Regulations (FAR) guidelines, the prime contractor must have the capability to perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees. The Government intends to award a single lump sum contract on a fixed-price basis. Low Price-Technically Acceptable selection procedures will be utilized in conducting this competitive negotiation, which will consist of the submission of price and technical proposals once the Request for Proposal is issued. The following factors will be used to evaluate the offers: past performance, experience and other factors as may be specified in the solicitation documents. These technical factors when combined will be evaluated as approximately equal in value to the price. The apparent successful offeror must be registered in the System for Award Management (SAM) database prior to contract award. Offerors not already registered in the SAM database are highly encouraged to do so via Internet at: http://www.sam.gov. Registration in SAM is free. The procurement will be solicited as a 100% Small Business Set-Aside. NAVFAC Mid-Atlantics Office of Small Business Programs concurs with the determination to solicit as a 100% Small Business Set-Aside procurement. Anticipate the solicitation will be released on or about June 16, 2016 with proposals due a minimum of 14 calendar days after the solicitation is issued. In accordance with FAR 5.102 availability of the solicitation will be limited to the electronic medium and the Government will NOT provide copies. The Solicitation once issued will be available for download free of charge via the Internet at: www.neco.navy.mil or www.fbo.gov.
