Description
Any commercial vendor who is both interested in and qualified to provide the service described in the title and the scope of work just below, please respond briefly in an email to gary.yount@faa.gov with a statement of capabilities, including brief details of no more than five projects which illustrate relevant past experience, limited to a maximum of two pages of material. Respond not-later-than 6/10/2016 at 5:00pm PDT. SCOPE OF WORK The contractor shall establish and operate a point of sale service for EVSE, at a zero (0) dollar cost to the Government. Service shall be established at the Federal Aviation Administration (FAA), Northern California TRACON, 11375 Douglas Road, Mather, CA. The site currently has eight (8) existing EVSE stations located at the southwest end of the employee parking lot. Each station has a point of sale credit card reader. All electricity costs for the use of charging vehicles at these stations shall be calculated on a monthly basis, and paid to the electric utility provider, Sacramento Municipal Utility District (SMUD). The monthly payment is used against the NCT facility electric utility account, for the amount of electricity used to charge vehicles. The contractor will be given access to the SMUD electrical account for the purpose of applying payments. The contractor shall provide a monthly report, furnished to the facility, showing EVSE actual costs, mark ups and profit, to demonstrate that the use of EVSE for charging personally-owned vehicles remains cost neutral to the facility, and to the FAA. Proposals are subject to the approval of the Contracting Officer (CO) and the Contracting Officer ™s Representative (COR). Operational Requirements The EVSE service shall be available 24 hours per day, seven (7) days per week, 365 days per year, unless other hours are approved by the CO/COR. Maintenance and updates shall be provided at the discretion of the FAA. There are currently 25-35 estimated electric vehicles that can utilize the EVSE. However, the expectation is that, once the stations are put into service, the number of vehicles could potentially increase. Deliverables 1. The Contractor shall provide any necessary software, and conduct remote administrative access to manage EVSE network, 24 hour per day, seven day per week system monitoring, cellular data services, payment processing services, and driver phone support for each of the EVSE system. 2. The Contractor shall provide monthly reports to display the amount of electricity used by the EVSE, the total cost for the electricity used by the EVSE, and the total dollar amount paid to the utility provider for the cost of electricity dispensed for vehicle charging. The Contractor will be responsible for reconciliation of any monetary charges used to dispense electricity at the EVSE stations. Government Furnished Property The Government will provide eight (8) existing EVSE stations at the southwest end of the employee parking lot, with point of sale credit card readers. Replacement equipment will be furnished and installed if it is determined that the original equipment is worn out or beyond economical repair. At the end of the contract period, all Government furnished equipment shall be returned in satisfactory condition.. Site personnel will assist, as needed, to ensure proper technical operation of the EVSE equipment. Any unsafe conditions or concerns shall be promptly reported to the site POC for resolution. If any of the EVSE stations are deemed unsafe for not fit for use, site personnel will lock out the equipment until the situation is resolved.
