Description
The U.S. Army Corps of Engineers, Japan District is providing a PRE-SOLICITATION notice for an upcoming Invitation for Bid (IFB) titled: FY16 Military Working Dog Facilities, Camp Hansen, Okinawa, Japan. The IFB project will be solicited under full and open competition to LOCAL SOURCES ONLY in Japan. Local sources are those companies that are physically located and licensed to conduct business in Japan. PROJECT DESCRIPTION Project Title: FY16 Military Working Dog Facilities, Camp Hansen, Okinawa, Japan Project Location: Camp Hansen, Japan North American Industry Classification System (NAICS) Code is 236220 Project price magnitude is between 1,000,000,000 YEN and 2,500,000,000 YEN (utilizing a 100 YEN to 1 U.S. dollar rate). Construct a military working dog kennel with two-story administration, training, storage building and 50 dog kennel. The facility generally consists of reinforced concrete structural walls on concrete foundations with reinforced concrete roof, and reinforced concrete floors. Building will include administrative spaces for Kennel Master, Veterinarian, Trainers/Handlers, Tack Room, Multi-purpose room, Exam room, Food Storage, male and female latrines/lockers/shower areas, Janitor room, combination indoor/outdoor kennels, food preparation area, storage/cleaning area, electrical, mechanical and telecom rooms, including storage room. Provide covered walkway between the administrative spaces and the kennel runs. Complex will also include dog exercise area, break area and obstacle course and have exterior and perimeter security lighting. Built-in equipment includes cages. Electrical monitoring and control system and mass notification are required. Mechanical systems include plumbing, fire protection and heating ventilation and air conditioning. Information systems will include telephone, local area network ((LAN) and voice and Data communication systems. The project will provide anti-terrorism features and comply with AT/FP regulations, physical security. Supporting facilities include site and building utility connection for water, sanitary and storm sewers, electrical, telephone and LAN. Paving and site improvements include exterior site and building lighting, paved parking (~20 vehicles) and roadways, sidewalks, storm water management, environmental protection measures, clearing and grubbing, earthwork, fill, grading, landscaping and building and roadway signage. Sustainable design principles will be included in the design, development and construction of the project in accordance with the Energy Policy Act of 2005. Project will comply with ADA guidelines. There is no borrow or disposal site on Camp Hansen. INVITATION FOR BID INFORMATION This upcoming IFB will be solicited in June 2016 with a bid opening/award in July/August 2016. Pursuant to Federal Acquisition Regulation (FAR) 5.204, this IFB package will be downloadable from the Government Point of Entry (GPE) at www.fbo.gov. The project files will be in Portable Document Format (PDF) and can be accessed utilizing Adobe Acrobat Reader. This IFB will be made available for free and there are no charges for viewing or extracting the information. In order for contractors to be awarded contracts with the U.S. Department of Defense, the contractor must be registered in the System for Award Management (SAM) database; contractors can access the SAM database at www.sam.gov. The Government intends to award a firm fixed price construction contract from this IFB. Faxed or electronic bids will not be accepted.
