- DRAFT Performance Work Statement, dated 19 May 2016 This is a REQUEST FOR INFORMATION / SOURCES SOUGHT SYNOPSIS only. This is not a solicitation for proposals and no contract will be awarded from this synopsis. This Request for Information/Sources Sought is for market research purposes only in accordance with FAR 52.215-3 as stated below: FAR 52.215-3 -- Request for Information or Solicitation for Planning Purposes. As prescribed in 15.209(c), the following provision applies: Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: market research. (End of Provision) No reimbursement will be made for any costs associated with providing information in response to this synopsis. Sources are advised that participation in providing information in response to this sources sought synopsis is strictly voluntary and may not ensure participation in future solicitations or awards. The purpose of this synopsis is to notify industry of the United States Air Force (USAF) intent for a future contract action and to conduct research into potentially qualified sources and their size classifications. Both Large and Small Business concerns are encouraged to respond. A solicitation does not exist at this time. Responses to this Request for Information / Sources Sought do not bind the Government to any further action related to this topic. Requirement: The United States Air Force Test Pilot School (USAF TPS) located at Edwards Air Force Base, CA (EAFB) is seeking potential sources capable of providing services as described in the draft Performance Work Statement (PWS), dated 19 May 2016, to support a follow-on contract for the Variable Stability In-flight Simulator and Test Aircraft (VISTA). The contractor shall provide all personnel, vehicles, supervision, and other items and services necessary to perform Variable Stability In-Flight Simulator and Test Aircraft (VISTA) support services for USAF TPS as defined in the attached Performance Work Statement (PWS), dated 19 May 2016, at Edwards AFB (EAFB), CA. This requirement is for aircraft maintenance support (anticipating approximately 200 flight hours per year, plus or minus 20). This requirement also encompasses the following: - Aircraft operations - Curriculum support - Logistics - Engineering - Simulator - Hot bench - Test management projects - Configuration control and modifications - Quality and safety procedures - On/off station requirements This requirement requires the contractor to supply qualified VISTA F-16 pilot(s) and supply program management/contractor management support. Any travel incurred to support these requirements will be in accordance with the Joint Travel Regulations. The full description of the requirement is attached in the PWS, dated 19 May 2016. It is requested that interested parties responses are received no later than close of business (5:00 p.m. PST) 30 Jun 2016 to allow the Government the ability to make planning decisions. The Government is requesting that interested parties furnish the following information in addition to the above instructions: 1) Company name, address, point of contact, telephone number and email address. 2) Type of business (as described in FAR 52.219-1, Small Business Program Representation (OCT 2014)), i.e.: Small; Small Disadvantaged; Women-Owned; HUBZone; Service Disabled Veteran Owned; Large Business; etc.... under North American Industry Classification System (NAICS) 488190, Other Support Activities for Air Transportation, with a size standard of $32,500,000. 3) Under which NAICS does your organization normally perform all of the services identified in the attached PWS? Please include the rationale in your response. 4) Interest in participating in an indefinite delivery / indefinite quantity contract. 5) Interest in participating as a Prime or Subcontractor in a Teaming Agreement. 6) Identify which categorical areas of effort your organization has interest. 7) Product or Service Information: a.
