Description
Subject: Presolicitation notice to Award a Contract for USAID/Zimbabwe Using Full and Open Competition - Governance and Growth Program (GGP) Solicitation Number: SOL-613-16-000011 Notice Type: Presolicitation Synopsis: The United States Agency for International Development's (USAID) Mission in Zimbabwe anticipates awarding a cost plus fixed fee term contract for a base period of three years and two option years. The overall purpose of this contract is to contribute to more equitable economic growth through stronger public policies. This includes strengthening public financial management through stronger, more accountable and inclusive public policy formation, and more effective policy implementation. The activity, called "USAID Governance and Growth," will also encourage increased transparency and accountability of the Government of Zimbabwe (GOZ) and more effective economic governance. In line with the USAID/Zimbabwe Mission's strategic results framework, this contract will improve the business enabling environment, the investment climate and food insecurity in the country through strengthened advocacy capabilities of non-government entities, stronger evidence-based policy dialogue between the Government and citizens, and implementation of reforms that will promote more inclusive and broad-based socio-economic growth. Facilitating better policymaking is complicated by the fact that by law and policy USAID has limited direct interaction allowed with the GOZ. Under current USAID programming, implementing partners have an ongoing dialogue with reformist elements of the GOZ but are not providing the kind of robust support that we might in another context. Under the current economic governance activity, where there is common interest on research that would contribute to policy reform, USAID funds consultants to conduct research or analysis that is shared and validated with the GOZ and local non-government stakeholders. Although that relationship could change over the course of this activity (see section on scenarios), this is the expected level of interaction with the GOZ through USAID Governance and Growth for the foreseeable future.
