Description
APC Renewal Maintenance Part Numbers This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-16-P-1160. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a firm fixed price purchase order for renewal of maintenance services for three (3) American Power Conversion (APC) Uninterruptable Power Supply (UPS) Systems, APC Infrastructure, and three (3) APC FM Coolers consisting of hardware and software support. Refer to the attached list of required maintenance services and applicable part numbers which are being purchased on a sole make and model basis; no substitutions allowed. This procurement is solicited as unrestricted as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 811212, Computer Office Machine Repair and Maintenance. The Small Business Size Standard is $27,500,000. Offerors must be an APC-certified repair/maintenance reseller to prevent voiding the manufacturer's warranty. The selected offeror is required to provide the Government with an entitlement certificate issued by Schneider Electric within ten (10) business days after date of award. The entitlement certificate shall be sent via email from the awardee to the Contract Negotiator identified in the General Information Section of the purchase order. Failure to provide the required entitlement certificate to the Government within the specified timeframe may result in the contract being terminated for cause with the contractor liable to the Government for any all rights and remedies provided by law. The period of performance is from 19 June 2016 through 18 June 2017. F.O.B. Destination, Naval Station Newport, RI. 02841. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87. The provision at FAR 52.212-1 Instructions to Offerors--Commercial Items applies to this solicitation. The provision at FAR 52.212-3 (ALT 1), Offeror Representations and Certifications--Commercial Items applies to this solicitation. FAR clauses 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply. This requirement will be awarded to the Offeror with the lowest price technically acceptable (LPTA) quote. The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9. In accordance with FAR 39.204(d), an exception to Section 508 applies; items are located in spaces frequented only by service personnel for maintenance, repair or occasional monitoring of equipment. Clause C25, Access to Government Site (APR 2015) applies. Offerors shall include price, delivery terms, and the following additional information with submissions: point of contact (including phone number and email address), contractor cage code, and contractor DUNs number. Offers shall be submitted via electronic submission to Debra Dube at debra.dube@navy.mil. Offers must be received on or before 10 May 2016 at 2:00 p.m. Eastern Daylight Time (EDT). Quotes received after the closing date and time specified will be ineligible for award. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines.
