- ELVIS 3 DRFP NNK16570512L - Attachment L-01 Cost Templates ELVIS 3 DRFP NNK16570512L This notice is issued by the National Aeronautics and Space Administration (NASA) John F. Kennedy Space Center (KSC) to post a Draft Request for Proposal (DRFP) for the Expendable Launch Vehicle Integrated Support 3 (ELVIS 3) contract. This notice is related to the Sources Sought notice issued on October 30, 2015 under NNK16ZLS001L. Prospective offerors are strongly encouraged to submit comments. Instructions and submittal format for comments will be provided in the Bidders Library found in the ELVIS 3 website at https://public.ksc.nasa.gov/elvis3. Prospective offerors are requested to submit comments no later than 1600 ET on May 5, 2016 to permit the Government sufficient time for consideration. Comments should be submitted in the format provided in the Bidders Library, referencing NNK16570512L Draft RFP Comments in the subject line of the email. Prospective offerors may also submit questions. Instructions and submittal format for questions will be provided in the Bidders Library found in the ELVIS 3 website. All questions shall be submitted on or before 1600 ET on May 5, 2016 to permit the Government sufficient time for consideration. Questions should be submitted in the format provided in the Bidders Library, referencing NNK16570512L Draft RFP Questions in the subject line of the email. Questions and the Government's response will be posted to the Federal Business Opportunities Web Page (FedBizOpps). Telephone comments and/or questions will not be accepted. Prospective offerors are requested to notify the contracting officer, Didetsa C. Vazquez Soto, at didetsa.c.vazquezsoto@nasa.gov of their intent to submit a proposal. The DRFP is not a solicitation and the Government is not requesting proposals. The DRFP is for planning and information purposes only. It is not to be construed as a commitment by the Government nor will the Government pay for any information submitted. The ELVIS 3 Procurement Development Team (PDT) intends to hold one-on-one meetings with prospective prime offerors on May 10-11, 2016. The purpose of these one-on-one meetings is to enhance the Government's understanding of industry concerns and provide prospective prime offerors an opportunity to elaborate on previously submitted comments and recommendations. The Government will not answer questions regarding the DRFP during one-on-one meetings. Questions shall be submitted in accordance with the instructions provided above. The Government invites prospective prime offerors to contact the contracting officer via email no later than May 6, 2016 to schedule a one-on-one meeting with the ELVIS 3 PDT. Meetings will not exceed 45 minutes in length and offeror attendance is limited to 10 persons. Prospective subcontractors may attend at the request of the prime, but will be counted against the 10-person limit. Meetings will take place from 8:30 a.m. to 4:30 p.m. at the KSC Central Industry Assistance Office Building located at 7110 N Courtenay Parkway, Merritt Island, FL 32953. NASA FAR Supplement clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The DRFP and any documents related to this procurement will be available over the internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor this internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments, if any.
