- Sole Source Posting NMAN7941-16-01135RDS ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the City of Unalaska, Alaska for berthing the NOAA Ship Oscar Dyson on days to be scheduled between April 28th, 2016 and September 25th, 2016. This request was submitted by NOAA's Office of Marine Aviation Operations (OMAO). ***The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA) Office of Marine Aviation Operations' (OMAO) requirement for berthing of the NOAA Ship Oscar Dyson for specific dates between April 28th, 2016 and September 25th, 2016, which is the period of performance. The Dutch Harbor dock in the City of Unalaska is the only commercially available pier in this part of the island that can accommodate a ship with the length of the Oscar Dyson. Additionally, NOAA recently contracted with Delta Western to provide fuel to the NOAA Ship Oscar Dyson. Delta Western is adjacent to the city docks at Dutch Harbor and has a number of direct fuel pipelines to the city docks. Relocating the ship from another pier to the Delta Western pier on fuel day is a significant undertaking, is not financially beneficial, and would violate NOAA OMAO's crew rest policy. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
