- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a sole source GSA Oasis Cost Plus Fixed Fee (CPFF) type contract to Booz Allen Hamilton (BAH), 8283 Greensboro Drive, McLean, VA 22102. This will allow for engineering support services, programmatic support, technical support, system integration and required material in support of system production for the Naval Surface Warfare Center Panama City Division Expeditionary Command and Control Systems. This requirement is for the contractor to provide a level of effort required for the d evelopment, Engineering, procurement, integration, production, logistic documentation, testing, delivery, technology insertion and mission support for Expeditionary Command and Control systems. This procurement is sole source for the following reasons. BAH is the only contractor that is currently mobilized and capable of providing the required integration facility and the highly specialized skills to perform this effort during the potential time frame. Awarding to another contractor would potentially put the program at risk due to additional requirement of mobilization. BAH provides in-depth knowledge with Expeditionary C2 systems associated with the Expeditionary Mobile Base (ESB) mission that is required to engineer, integrate, evaluate, and to provide the deliverables for this effort. The skill sets needed to provide this support are not only unique and complex but also require specific knowledge and experience with ESB systems to which only BAH currently possesses. No other sources currently possess the knowledge, technical qualifications, or necessary resources to seamlessly fulfill this requirement and meet the next ship production schedule according to contract N00024-09-C-2229. BAH also provides the capability to perform system integration in the required, large integration facility of approximately 7000 square feet that provides protection from inclement weather to prevent integration delays and includes the necessary power distribution systems to integrate, operate, and test several ship modules simultaneously. The RFP number is N61331-16-T-6502. The NAICS code is 541330 with a small business size standard of 500 employees and the PSC code is R425. It is anticipated that the resultant contract will be a cost plus fixed fee GSA Oasis contract. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Delivery terms for this requirement are FOB Destination. This notice of intent to negotiate a sole-source action is not a request for competitive proposals. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a response which will be considered.
