- sole source A notice of intent to sole source synopsis (special notice) will be posted on FBO to notify the public of the Government's intent to make a sole source award for Naval Medical Ctr Portsmouth, VA (NMCP)> This award is based upon the surgeon's diagnosis and patient's plan of care. The supplies are very specific to the surgical procedure being performed. Any deviation from the specifications of these products will increase risk to the patient and is unacceptable to the Government. Surgery dates: 4/22/2016 and 5/27/2016. Sole source document attached.
