- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Center for Nanoscale Science and Technology (CNST), intends to negotiate on a sole source basis with Canberra Industries, Inc., located in Meriden, CT, under the authority of FAR Subpart 13.106-1 (b), soliciting from a single source. The NIST Center for Neutron Research (NCNR) is a reactor-laboratory complex providing the National Institute of Standards and Technology (NIST) and the nation with a world-class facility for the performance of neutron-based research. The heart of this facility is the National Bureau of Standards Reactor (NBSR). NIST has a structured radiation protection program that supports all aspects of NBSR operations. At NBSR, the radioactive waste management is assigned to the health physics group. The health physics group is responsible for the characterization of the radioactive waste. Characterization of the radioactive waste is done by direct assay, involving sampling and gamma spectroscopy, as well as by process knowledge. The NCNR requires a Gamma Waste Assay System to supplement an existing and In Situ Object Counting System and Hand Held Spectroscopy Instruments currently being used in the characterization of radioactive waste. The required systems shall be a complete gamma spectroscopy system including spectroscopy and system management software, high purity germanium detector, electrically refrigerated cryostat, and a complete digital electronics package. Canberra is the original equipment manufacturer for the current hardware and software in use with the existing systems. The software required for data acquisition and calibration must have the capability to import historical data files and be compatible with existing systems. The software required for the gamma waste system is proprietary to Canberra Industries, Inc. Therefore, Canberra Industries, Inc. is uniquely qualified to provide the system and the software necessary to integrate with the existing Canberra Industries, Inc. hardware and software. Canberra Industries, Inc. has no distributors of this product line. Delivery shall be FOB Destination, Gaithersburg, MD., and provided within 90 days from date of an award. The NAICS Code is 334516 with a size standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order for this requirement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by established date and time. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
