- Sources Sought FD2060-16-00117 Amended to FD2060-16-00516 Original Sources Sought was issued January 14, 2016 (Intent to Purchase on Sole-Source Basis) FROM: (Christal Wilson / 409 SCMS/GUMBB) TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Intent to sole-source purchase of NSN 1560-01-417-5455LG, Nose Radome SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities and experience to meet the requirements for qualification and production of the Nose Radome Assembly: NSN: 1560-01-417-5455LG PN: 3333921-1, CAGE 04DG4 PN: 3333921-1, CAGE 98897 ITEM DESCRIPTION The Nose Radome Assembly is used on the Air Force C-130H and C-130J model aircraft. The radome assembly encloses the radar system, the glideslope system and the microwave landing system. A critical radar window area must be maintained in the radome to meet transmission efficiency and degradation requirements for the enclosed systems. Impediment to Competition: Production of the Nose Radome Assembly requires specialized tooling that is not owned by the government but currently on loan to General Dynamics by way of Lockheed Martin in support of the C-130J production. Although the Nose Radome Assembly were purchased from Lockheed Martin (PN 3333921-1, CAGE 98897) against contract SPRWA109C0030, they were manufactured by General Dynamics (PN 333392-1, CAGE 04DG4). The most recent market research reveals that the Nose Radome Assembly was purchased directly from General Dynamics against contract SPRWA113C0003 without having to go through Lockheed. Each of these companies maintains their configuration by part number. The Government does own data, drawings, schematics and other releasable technical data in support of this requirement except for the tooling data. As a result, General Dynamics is the only known source with adequate knowledge of the Nose Radome Assembly requirements and have in their possession the required technical data and capabilities needed to produce this item. No other company currently can produce the Nose Radome Assembly as they would need access to the tooling on loan to General Dynamics. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to General Dynamics for the manufacture of the Nose Radome Assembly in support of the C-130 program. Other interested parties may identify their interest and capability to respond to the requirement no later than 6 April 2016 to Christal Wilson christal.wilson@us.af.mil or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source (or a limited number of sources) and No Other Supplies or Services Will Satisfy Agency Requirements.
