- This is a notice of intent that the United States Special Operations Command (USSOCOM) intends to award a sole source to Northrop Grumman Information Technology, 4807 Stonecroft Blvd., Chantilly, VA an Annual Service Plan with two one-year option periods to Northrop Grumman for the maintenance of the two (Commercial Joint Mapping Toolkit) CJMTK Commercial Geospatial Appliances (CGA) in support of the Civil Information Management Data Process System (CIMDPS). USSOCOM's requirement is for an Annual Service Plan with two one-year option periods to Northrop Grumman for the maintenance of the two CJMTK CGA. Northrop Grumman's CJMTK CGA is a rack mountable server solution which provides an integrated bundle of software, hardware, and data engineering, integrated into an efficiently common commercial software toolkit which optimizes access to geospatial data through a set of innovative tools that are transparent to the user. USSOCOM systems reliant on NGA map data will have the ability to leverage the CJMTK CGA, thereby providing an efficient, precise, and expedient manner in which to access NGA map data. This notice is not a request for offers. The contractor identified is the only known source for the subject requirement. However, any other responsible vendor believing they have the capability of meeting the requirement may submit their capabilities to include technical documentation to establish the potential of meeting the Government's need. This notice is not a request for offers. The anticipated date of award is 31 March 2016. The Government intends to negotiate with only one source under the authority of the Federal Acquisition Regulations 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. In accordance with FAR 6.302-1(a) (2) (ii), these items are determined to be peculiar to one manufacturer and not available from any other sources. All responses from responsible sources will be considered. Any such responses must be in writing and include technical and pricing information. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Responses are due no later than 31 March 2016 at 12:00 p.m. EST. Only electronic submission will be accepted.
