Description
This is a Small Business Sources Sought notice. The NAICS code for this Small Business Sources Sought notice is: 333316. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. This Sources Sought Notice is not a Request for Quotations (RFQ), nor is an RFQ available. Interested firms responding to this Sources Sought Notice must provide a capability statement that displays the following: (a) Microsoft Word or PDF file in 12 point font; (b) DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc) pursuant to the applicable NAICS code); (c) Technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses; (d) Staff expertise, including their availability, experience, and formal and other training; (e) Current in-house capability and capacity to perform the work; (f) Prior completed projects of similar nature; (g) Corporate experience and management capability; and (h) Examples of prior completed Government contracts, references, and other related information. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 6 pages (excluding attachments.) The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). -------------------------------------------- DRAFT Statement of Work National Library of Medicine Requirement for "V" Cradle Digital Imaging System The National Library of Medicine needs a dual-camera adjustable "V" cradle imaging system to capture images of rare books and other print material, including bound volumes up to 6" thick with page dimensions up to 17" X 24", at a minimum 400 ppi (non-interpolated), without extensive manual adjustment and pose no risk of damage to the items being scanned. Ergonomic considerations are of high importance. The device shall allow the operator to sit while working and complete image capture tasks without undue stress associated with repetitive turning or reaching beyond what is necessary to position books in the cradle and turn pages. The system shall include LED lighting that does not shine directly into the operator's eyes or subject the operator to intense glare. A "V"-shaped non- reflective glass platen shall be provided to secure materials for imaging. Operator control of the platen shall be both manual and mechanical (pneumatic or hydraulic) to mitigate risk of either operator injury or damage to items being digitized. Image resolution shall be verifiable using a device calibration target and analysis software system that can analyze images of the target according to the latest version of Federal Agencies Digitization Guidelines Initiative (FADGI) specifications. The imaging system shall be capable of producing images that meet current FADGI quality benchmarks for capture at a minimum of 400 and up to 600 ppi, and include software that enables the operator to view captured images on a monitor in the correct orientation without additional adjustment. The Library shall be able to configure automated transfer of images created using this system into docWorks image processing software. The imaging system housing shall make it possible to position the monitor where it can be easily viewed by the operator. The software shall support sRGB color space and be capable of providing uncompressed 24-bit color TIFF files that conform to ISO 12234-2. System shall include ongoing technical support and maintenance, including recalibration, replacement of worn or defective parts and software upgrades as needed.
