- **PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICITATION IS ISSUED ON THE DATE IDENTIFIED BELOW** Solicitation Documents: The solicitation will be issued as a Request for Quote (RFQ) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will only be available electronically to download from this website on or about April 5, 2016. Description: It is the government intent to secure services to, temporarily shoring the bridge and abutment, furnishing & maintaining temporary pedestrian access across the creek, cutting the asphalt overlay where necessary, excavating behind the abutment, removing and replacing the treated timber cap and corresponding hardware then backfilling, compacting the disturbed road section and patching the asphalt wearing surface. Unless otherwise provided, the Contractor shall furnish all labor, transportation, equipment, tools, supervision, materials and any necessary incidentals to accomplish work on this project. Location: The project site is Salmon Taylor Bridge located on the Salmon River Ranger District of the Klamath National Forest along Forest Service road 38N04 at milepost 0.1 and is also known as the ‘Jon Riewerts Memorial Bridge'. 38N04 intersects the county road 1C02 approximately 4 miles northeast of Cecilville, California and 26 miles southwest of Callahan, California. Price Range: $25,000 - $100,000 Contract Time: 45 Calendar Days, which includes the 30 days' notice to the effected residents in the area plus 15 days for the actual work. Pre-Bid Site Visit: No site visit is expected; however, contractors are encouraged to visit the site. Estimated Start Date: The contractor shall notify the forest service at least 30 days prior to the start of construction. The Contract time for construction is 7 calendar days from the start of construction. A notice to proceed date for construction will be issued at the contractor's request. All work must be complete by August 15, 2016. Set-Aside: This project is 100% set aside for small business. Bonds: (if applicable) An Alternative Form of payment protection will be required of the successful contractor within 10 days of award. Acceptable types of payment protection are defined in Section I of the solicitation. A Bid bond is not required on this project. Response Location: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than time and date indicated on solicitation. SAM REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the System for Award Management (SAM) prior to award. SAM is a consolidation of the former Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases.
