Description
The Food and Drug Administration (FDA) intends to award a sole source Indefinite Delivery Indefinite Quantity contract to the American Association of Poison Control Centers (AAPCC), 515 King Street, Suite 510, Alexandria, VA 22314-3180, with an ordering period of 60 months. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1(a) - only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 518210, Data Processing, Hosting, and Related Services, with a size standard of $32.5M. AAPCC owns and manages the database holding all information about human poison exposure case phone calls made into 57 poison control centers (PCCs) across the United States. This database is called the National Poison Data System (NPDS) and it is the only near real-time comprehensive poisoning surveillance database in the United States. This poisoning data is updated every 4-10 minutes, 24 hours a day. Toxicologists, epidemiologists, and statisticians at AAPCC have developed and continually modify categories of information collected by the national poisonings data system to analyze for aberration detection. These categories are as follows: • Call Volume Data - total number of calls and calls regarding all human exposures or potential exposures • Clinical Effect Data - calls reporting each of 131 clinical effects • Specific Substance Data - calls reporting exposure or potential exposure to a specific chemical or groups of chemicals of interest. FDA requires specific data reports, customizations, and support on information related to poison exposures associated with regulated products and food poisoning in humans and animals. FDA estimates that approximately 5-10% of the 2.9M poison control reports received by AAPCC in 2014 are adverse reaction reports associated with FDA regulated products. Access to data reports from AAPCC's NPDS database will assist FDA better serve the public and achieve post marketing surveillance goals and objectives. The AAPCC is the only known source of this detailed data. The hardware and software used to collect and analyze the data is proprietary to AAPCC. No other source has access to this system or the experience and expertise to properly use it. Only AAPCC, as owner and manager of the NPDS data, can provide data access, standard reports, customized reports, and data analysis support services. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. The FDA will issue only one solicitation to the American Association of Poison Control Centers (AAPCC). However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Jody O'Kash via email ONLY at jody.okash@fda.hhs.gov with the solicitation number FDA-SOL-16-1162637 referenced in the subject line NO LATER THAN 5:00 pm (EST), April 14, 2016. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
