Notice Date: 30 March 2016 Notice Type: Sources Sought Notice Contracting Office: Questions pertaining to this announcement may be directed to Carlos Triay, SSC Pacific Contract Specialist, via e-mail at: carlos.triay@navy.mil Description: This is a Sources Sought Notice issued pursuant to DFARS PGI 206.302-1. Space and Naval Warfare Systems Center, Pacific (SSCPAC) contemplates the award of a cost plus fixed fee (CPFF) sole source contract for technical services to support research and analysis; operations; exercises, design, development, testing and evaluation; and program management efforts associated with the efficient execution and management to Cubic Global Defense, Inc., 2280 Historic Decatur Rd., Suite 200, San Diego, CA 92106. Cubic Global Defense, Inc. is currently the only responsible source with the requisite experience able to bridge a gap that will be created between the end of Task Order 0114 against Contract No. 11-D-7206, and the next competitively awarded follow-on contract without unacceptable delays in fulfilling agency requirements. The contemplated contract will consist of a ten (10) month period of performance. SSCPAC anticipates release of the competitive solicitation for the follow-on contract in the near future. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c) (1). The requirement is for research and analysis; operations; exercises, design, development, testing and evaluation; and program management efforts associated with the efficient execution and management of the tasks. Specifically, the tasking requires the Contractor to provide analytical support, technical support, and services for planning, preparing, rehearsing, conducting, and assessing computer-aided joint and combined training events and exercises, table-top exercises, senior leader seminars, conferences, and other events and activities. The Contractor shall support U.S. Marine Corp Forces Europe and Africa (USMARFOREURAF) Joint Exercise Program (JEP) planning conferences; scenario development and synchronization workshops; joint simulations event tests, operations, and Command, Control, Communications, Computers, and Intelligence (C4I) stimulation; joint exercise control group operations; facilitate after- action reviews; senior leader seminars; interoperability workshops; table-top exercises; open-source information analysis and exploitation; compilation and reporting of joint doctrine lessons learned; information and knowledge management; telecommunication networks and systems administration; information assurance; data collection and analysis; database management; fiscal, logistical, and operational planning and coordination; role player support to include political-military Subject Matter Expert (SME) support and program administration. This notice is subject to the provisions of FAR 52.215-3, and is issued solely for information and planning purposes. The notice does not constitute a Request for Proposal (RFP), or a commitment to issue an RFP. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. Any response will be treated as information only. It shall not be used as a proposal. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. SSCPAC is requesting that interested sources respond to this announcement, providing the following information: (1)A cover letter containing name and address of your firm, information about business size status, and two points of contact, including: name, title, phone, fax, and e-mail address; (2)A statement of total contractors capabilities, to include ability to support research and analysis; operations; exercises, design, development, testing and evaluation; and program management efforts associated with the efficient execution and management of tasks. Specifically, tasking requiring the Contractor to provide analytical support, technical support, and services for planning, preparing, rehearsing, conducting, and assessing computer-aided joint and combined training events and exercises, table-top exercises, senior leader seminars, conferences, and other events and activities. (3)A statement describing the contractors experience, ability, skill and knowledge in supporting U.S. Marine Corp Forces Europe and Africa (USMARFOREURAF) Joint Exercise Program (JEP) planning conferences; scenario development and synchronization workshops; joint simulations event tests, operations, and Command, Control, Communications, Computers, and Intelligence (C4I) stimulation; and joint exercise control group operations. (4)Information regarding experience in performing relevant, current work, including a list of current or previous customers. Interested sources are asked to describe the relevance of their experience as it relates to the requirements outlined in this announcement. The deadline for submission of questions is 07April 2016 at 2:00 PM Pacific time. The deadline for the submission of all information is 14 April 2016 at 12:00 PM Pacific time. All information shall be submitted to Carlos Triay at carlos.triay@navy.mil. Responses should be sent in either Microsoft Word or portable document format (pdf) and shall not exceed 10 pages total in length.
