- GSA Region 09, Public Building Service, Acquisition Management Division, Projects Branch, San Francisco, California, entered into a sole source procurement and awarded a contract to Spartan Engineering, Inc. located at the Frank Hagel Federal Building (FHFB) in Richmond, California. The value of contract number GS-09-P-16-KT-C-7015 is in the amount of $321,491.19. The scope of work includes but is not limited to replace one obsolete computer workstation, upgrade the existing Mircom Graphic Alarm Monitoring System software, procure a backup battery power, locate and field verify fire alarm sensors, and provide software programming, testing and inspection services. The cost for the work has been negotiated on a firm fixed price basis. The costs constraints are to keep the project within the available funding. The costs have been negotiated to ensure a fair and reasonable price was obtained. The performance period is 180 calendar days with a start date, March 29, 2016 and a completion date of September 30, 2016. The statutory authority permitting other than full and open competition is 41 U.S.C. 3304 (a )(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only one responsible source and no other supplies or services will satisfy agency requirements."
