General Construction (GC) Services for the Third Floor Historic Courtroom Woodwork Restoration Project at the Robert A. Grant Federal Building and U.S. Courthouse in South Bend, Indiana THIS PROCUREMENT IS OPEN TO ALL BUSINESS CONCERNS. The General Services Administration announces an opportunity to provide General Construction (GC) Services for the Third Floor Historic Courtroom Woodwork Restoration Project located at the Robert A. Grant Federal Building and U.S. Courthouse, 204 S. Main Street, South Bend, Indiana 46601. The Woodwork Restoration Project proposed a complete historic restoration of the wood finish on the wood veneer wall panels, doors and solid wood wall trim in the third floor historic courtroom while preserving as much of the original finish as possible. Funds are currently available for this project. The North American Industrial Classification Code (NAICS) is 236220, Commercial and Institutional Building Construction. The estimated cost range for all work is between $100,000 and $350,000. The performance period for this project is 60 calendar days. This is a negotiated procurement; there will NOT be a public bid opening. The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, considering the technical factors and total evaluated price. For this procurement, the technical factors with be significantly more important than price (FAR 15.101-1, Trade Offs). The technical factors will include: Experience providing Restoration Services on Similarly Complex Projects; Staffing Plan and Qualifications of Key Personnel; Project Management Plan; and Past Performance. The Government reserves the right to make award on initial offers, but discussions may be held if appropriate. The solicitation will be available on or about March 4, 2016. A pre-proposal conference and site-visit will be held on or about March 8, 2016 at 11 AM Eastern Time ; notification to the Contracting Officer of proposed attendance will be required. The Government considers attendance at this conference vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and/or miscalculations in offers. The solicitation cited above can only be obtained by accessing a secure website known as FedBizOpps (FBO). FedBizOpps is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. FedBizOpps is fully integrated with other electronic Government initiatives, including the System for Award Management (SAM) (www.sam.gov) database, and is available for use by all Federal agencies. Registration in both SAM and FedBizOpps websites is required in order to download solicitation documents and is used to validate vendor identity. Contractors not registering in these systems will be ineligible to download the solicitation and ineligible for an award. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendment(s), if any to the solicitation. Offer due date and time for receipt of proposals will be on, or about March 30, 2016 by 2:00 PM Eastern Time.
