Description
The U.S. Army Corps of Engineers, Far East District (POF) is conducting a MARKET SURVEY. This is not a solicitation or pre-solicitation announcement. This announcement is for information and preliminary planning purposes only. This notice is not to be construed as a commitment by the Government for any purpose other than market survey. Respondents will not be notified of the results of the evaluation. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The intent of this market survey is to identify capable firms interested in meeting the project description listed below. Proposed work to be performed under the North American Industry Classification (NAICS) code 541330 - Engineering Services. The POF is located Outside the Continental United States (OCONUS), achievement of small business goals is not applicable and no consideration will be given to Small Business Programs for this requirement. POF anticipates soliciting and awarding a single Indefinite Delivery Indefinite Quantity (IDIQ) contract to be procured in accordance with the Federal Acquisition Regulation Part 15. The IDIQ contract is anticipated to have a total monetary capacity of approximately $15M for three years (one year base period and two one-year option periods). The specific work requirements will be negotiated and issued on an individual basis as firm fixed price task orders. A current Defense Security Service (DSS) Top Secret (TS) Facility Clearance Level (FCL) shall be required for firms to be able to participate in the solicitation. PROJECT DESCRIPTION: USACE POF, is the designated design and Military Construction agent for all Department of Defense (DoD) elements in the Republic of Korea (ROK). Its principal customer is the United States Forces Korea (USFK), a subordinate unified command of United States Pacific Command (USPACOM). POF currently provides supervision and administration services for construction of new Yongsan Relocation Plan (YRP) and Land Partnership Plan (LPP) facilities at United States Army Garrison (USAG) Humphreys, located approximately 80 kilometers south of Seoul, near Pyongtaek, Korea. Approximately 790 new or renovated facilities are being constructed in over 100 constructions packages at a currently estimated cost of $10.7 billion. (See types of facilities and status on the construction-in-progress as of today below). Contractor's construction management relocation services during construction of these facilities at USAG Humphreys includes: schedule maintenance and reporting, schedule analysis, issues log maintenance, risk analysis, special evaluations, review of DD Form 1391, request for equitable adjustments (REAs), quality assurance support, commissioning, and conducting studies or analysis and providing reports concerning programmatic topics on behalf of Government YRP/LPP program officials. By 2019, USAG Humphreys will accommodate approximately 45,000 military and civilian personnel and family members. The expanded installation will include: • 36 troop barracks and dining facilities; • 94 family housing structures; • 63 command centers, communications facilities and administrative buildings; • 100 vehicle maintenance and associated facilities; • 72 warehouses and other logistics facilities, including a railhead; • 30 elementary, middle and high school and associate facilities; • A new, full service hospital and dental clinic; • 76 shopping and recreation facilities (including an 18 hole golf course); • 38 training areas that can accommodate everything from small arms training to drivers training course; • Approximately 42 miles of new C4I trenching, 1000 miles of cabling; and • Approximately 64 kilometers each of roads and new utility lines (i.e., electrical, water and waste water, etc.). As of the end of 2015: • Thirty five (35) projects were completed and turned over to the US Army Garrison (USAG) Humphreys; • Seventy-two (72) projects are under construction, with an estimated value of several billion, and funded from four (4) different US and ROK sources; • Thirty-eight (38) projects are undergoing planning/design prior to construction, with an estimated value of nearly $900 million. Your firm is invited to submit your expression of interest in this requirement and statement of your capabilities in performing the work identified in the project description. Responses to this NOTICE must contain the following information. 1) Statement that your firm is interested in submitting a proposal for this project if it is formally advertised. 2) Name of firm or company to include your address, phone, and a Point of Contact. 3) Company CAGE code and DUNS number. 4) Statement of Capability (SOC) giving your firm's experience and knowledge required to perform the work, and its past performance under similar projects in the last three (3) years. Your SOC must identify whether any work stated in the SOC was completed independently as the prime contractor or affiliated with another contractor (in a joint venture or as a subcontractor) - and if your role was as a partner or sub-contractor, describe the services your company provided. For each project listed in your SOC as the prime contractor, please provide a title, total contract amount, location, and customer Point of Contact. Please limit your past performance information to three (3) projects. DO NOT submit a SF 33 in response to this NOTICE. Limit your response to this NOTICE to five (5) pages, of which up to (3) pages may contain your SOC. Information appearing on both sides of a sheet of paper will be considered to be two (2) pages. The submission of your interest is not a preliminary to any potential future offerings, but your participation will assist POF in identifying sources with required capabilities. If a determination is made by the Government to compete this requirement, then a solicitation will be synopsized in FedBizOpps (https://www.fbo.gov) or GSA website. Submit your expression of interest and information as a PDF format attachment to an e-mail, addressed to the Contracting Officer, Mr. Henry Chung at Hyong.Y.Chung@usace.army.mil and the Contract Specialist, Sin, Su Yong at su-yong.sin@usace.army.mil. Responses must be received by 4:00 PM Korea Standard Time, March 10, 2016. Any response received after this date may not be considered in the Market Survey assessment.
