Description
FEMA RFP No. HSFE50-16-R-0002 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (see attachment titled "FEMA RFP No. HSFE50-16-R-0002). This combined synopsis/solicitation is being issued as Request for Proposal (RFP) No. HSFE50-16-R-0002, which will result in the award for the purchase of fire suppression system maintenance. These services shall be performed at the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Mount Weather Emergency Operations Center (MWEOC), 19844 Blue Ridge Mountain Road, Mt. Weather, VA 20135-2006. An active DSS TOP SECRET facility clearance is required of the Contractor and any Subcontractors; individual TOP SECRET clearances are required for all staff performing fire suppression system maintenance work at the MWEOC facility. Additional security clearance requirement information may be found throughout the attachment titled "FEMA RFP No. HSFE50-16-R-0002. The Statement of Work for this opportunity is found in SECTION D of the attachment titled "FEMA RFP No. HSFE50-16-R-0002. The RFP clauses and provisions are those in effect thru Federal Acquisition Circular 2005-86, effective 2/1/2016. The NAICS code applicable to this requirement is 238220; small business size standards are $15 million. Only one award will be issued as a result of this solicitation via the issuance of simplified acquisition/commercial item purchase order or a delivery order under a GSA Schedule contract. Please include all applicable Government discounts in your offer. FAR Provisions 52.212-1, 52.212-4 and 52.212-5 apply to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications--Commercial Items" with their response or provide this information via the System for Award Management (SAM) website, https://www.sam.gov/portal/public/SAM/. The successful offeror must provide their company DUNS number which is registered and active in the System for Award Management (SAM). The Contractor must provide pricing by completing the PRICE/COST SCHEDULE in paragraph B.1 of the attachment titled "FEMA RFP No. HSFE50-16-R-0002. FEMA is a tax exempt agency; please do not include sales tax on your quote. BASIS FOR AWARD : The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In order to be found technically acceptable, the offer must address the evaluation factors listed in paragraph E.2 52.212-2 EVALUAITON - COMMERCIAL ITEMS (OCT 2014 ) in the attachment titled "FEMA RFP No. HSFE50-16-R-0002. SITE VISIT: A one day pre-proposal site visit will be held at the Mt. Weather Emergency Operations Center (MWEOC) in the near future. This pre-proposal site visit will include a walk-thru of several areas containing MWEOC's fire suppression system equipment. It will be the only opportunity to view MWEOC's fire suppression system equipment prior to proposal submittal. All contractors wishing to attend this site visit must contact the Contract Specialist, Phyllis Woodward at 540-542-5281 or by email at Phyllis.Woodward@fema.dhs.gov no later than 12:00 PM Eastern on Friday, 03-04-2016 to register and receive further MWEOC access instructions. Failure to contact Ms. Woodward prior to this date/time will result in that offeror's inability to attend the site visit. Additional instructions for attending this site visit are found in paragraph E.7 SITE VISIT in the attachment titled "FEMA RFP No. HSFE50-16-R-0002. QUESTIONS: Questions regarding this RFP are to be submitted in MS Word format to Phyllis.Woodward@fema.dhs.gov no later than 4:00 PM Eastern on the third business day following the pre-proposal site visit. Hand deliveries and/or faxes of questions will not be accepted without prior approval. Additionally, the subject line of your email shall, at a minimum, contain the RFP number (HSFE50-16-R-0002). All questions pertinent to the submission of a proposal in response to this RFP will be addressed in an amendment to this RFP. Sources of the questions submitted will not be provided. PROPOSAL SUBMISSION INSTRUCTIONS : Offerors shall submit an electronic UNCLASSIFIED proposal via email to Phyllis.Woodward@fema.dhs.gov no later than 12:00 PM Eastern on the twelfth business day following the pre-proposal site visit. The subject line of emails containing an offer in response to this RFP must clearly reference RFP # HSFE50-16-R-0002. Contractor proposals shall be valid for 30 calendar days after the due date for responses to this RFP and should address the evaluation factors listed in Paragraph E.2, 52.212-2 EVALUATION - COMMERCIAL ITEMS (OCT 2014). Total size of email proposals shall not exceed 25MB due to DHS email restrictions. Hand deliveries and/or faxes of proposals will not be accepted without prior approval. A written notice of award or acceptance of proposal, emailed or otherwise furnished to the successful offeror shall result in a binding contract without further action by either party. Amendments to this RFP will be published in the same manner as the initial synopsis/solicitation.
