Description
Dear Prospective Contractor: This Notice is the first stage of the forthcoming Request for Proposal (RFP) for a Design-Build construction contract for the expansion of the Riverside National Cemetery in Riverside, California. Project Description: This project will comprise the fifth phase of major development and will include approximately 23,000 casketed gravesites, 13,000 columbarium niches and approximately 7,000 in-ground burial sites for cremated remains providing an additional 10-year burial capacity on undeveloped land. The remainder of the site will be developed in future 10-year phased projects for full option burials. Only those facilities and infrastructure elements necessary to support the increase in maintenance, operations, and interments for approximately 10 years will be included in this phase of construction. Approximately 55 acres of undeveloped land will be utilized to develop a 10-year inventory of approximately 43,000 full burial option gravesites, a satellite maintenance facility, and an additional irrigation lake with this investment. Also included in this project will be infrastructure repairs and upgrades to the existing Riverside National Cemetery as identified in the current Facility Condition Assessment. Memorial Walls will be added at Riverside National Cemetery to accommodate memorial plaques honoring the memory of veterans, and other eligible individuals whose remains are not available for burial. This project will also improve the cemetery entrance, including cortege staging lanes, visitor parking, access to public information, and public restrooms. Drainage problems will also be addressed. The project will also encompass needed irrigation improvements and corrections to the water channel and lake system as well as extension of irrigation into newly developed areas. The project will also correct deficiencies in the infrastructure. Renovations and additions to the Administrative Building and Maintenance Complex and Committal Service Shelters will be accomplished to accommodate military honors teams including volunteers and public information functions. Improvements made to structures will incorporate Green Building Principals and Renewable Energy Initiatives in accordance with VA policy and latest energy efficient technology. The project shall include an Early Turnover (ETO) phase consisting of approximately 1,400 to 1,750 in-ground cremain sites and approximately 2,000 pre-placed crypts with associated site development requirements which must be completed and accepted for use within 810 calendar days from Notice to Proceed (NTP). The Riverside National Cemetery expansion is planned as a Design Build acquisition for award in FY16. The Office of Construction and Facilities Management (CFM) will provide a requirements document consisting of program requirements, environmental and regulatory constraints, topographic and boundary survey, baseline geo-technical survey, performance schedule, and listing of applicable VA/NCA design guides, submission requirements, and planning criteria. The Design Build contract shall include a full complement of design services including the preparation of Master Plan, Schematic Design, Design Development and Construction documents in addition to all construction, commissioning, and LEED Silver certification. The approximate project duration will be 1,440 calendar days from the Notice to Proceed. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) of 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $36.5 Million. CFM intends to conduct this acquisition in accordance with Subpart 36.3, Two-Phase Design-Build Selection Procedures. Sources Sought Notice This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. Firms interested in submitting their capabilities for this project, you must include the following information in the cover letter/introduction: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status; (3) Bonding capacity (from surety) (4) Preference for industry day either in person attendance or via electronic medium i.e. GoToMeeting (See details below). Please limit responses to fifteen (15) pages. The Contractor capability statement shall include, but not be limited to: 1)Design Build Experience: "Provide at least three projects demonstrating previous experience performing design build projects with a value of at least $20,000,000. 2)Corporate Experience: "Provide at least three projects in the past five years that demonstrate experience with National Cemetery design and construction experience; if no national cemetery experiences provide at least three projects similar to parks, golf courses that contains at minimum an administration building, maintenance building, public restrooms, roads, landscape and irrigation. 3)Capability to perform: "Provide a potential team composition for this type of project and how the associated tasks and responsibilities for each team member. "Provide a list of current projects and how this project will be managed. Please submit capability packages via email to: Mr. Terance Crawley, Contracting officer at terance.crawley@va.gov and E.J. Jean-Jacques, Contracting Officer at evenel.jean-jacques@va.gov no later than 4:00 pm ET on March 11, 2016, and in the subject line state "Riverside National Cemetery and [Company Name]." All information concerning this requirement will be posted only on the Federal Business Opportunities website (https://www.fbo.gov). At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION package. Industry Day CFM intends on conducting an industry day to reach out to potential contractors for this requirement as well as two other major construction projects for FY 16. It is anticipated that this industry day will be held in Washington, DC in March 2016, and remote access will be provided via tele/video conference for attendees that are unable to attend in person. An amendment to this posting will be posted on FBO.gov to provide further details on the industry day. This event will provide background and more specific information on the projects. This Industry Day Forum will be used for market research to give CFM the opportunity to engage with contractors to determine overall interest in the project, experience with cemetery design-build construction, capacity to successfully accomplish the work, and small business participation.
