Description
SPACE CONTROL DEPOT SUPPORT II (SCDS II) A. PURPOSE AND DESCRIPTION The purpose of this amendment is to attach the slide presentation along with questions & answers (Q&A) from the Space Control Deport Support II (SCDS II) Industry Day that was held 15 December 2015. Please see attachment to this FBO announcement. The responses provided may be different from what was provided during the conference; however, communicate the intent of the response. Furthermore, these responses shall take precedence over any of the verbal responses provided on 15 Dec 2015. The Space and Missile Systems Center, Space Superiority Systems Directorate, Logistics Division (SMC/SYL) will be hosting an Industry Day to communicate the development planning efforts for the Space Control and Depot Support (SCDS) Follow-On (II) effort on Tuesday, 15 Dec 2015 at 0800 PST. A presentation to all registrants will be made from 0800 to 1000 PST with One-on-One sessions (maximum of 45 minutes each) to follow from 1000 to 1700 PST, if requested. One-on-One sessions may continue the following day (16 Dec 2015) from 0730 to 1000 PST. The event will be held at the Top Secret (TS)/Sensitive Compartmented Information (SCI) level. This Industry Day will provide an overview and relevant information associated with the SCDS II effort which includes depot, sustainment, production, and upgrade support services for SMC/SY programs in the environments of Space Control, Space Test and Training Range (STTR) and other Classified Programs. SMC/SYL will discuss capability needs and allow participants to ask clarifying questions on material presented. B. GENERAL INSTRUCTIONS - STATEMENT OF CAPABILITY BRIEFING B.1 General Audience and One-on-One Industry Day Registration Date/Time SMC/SYL requests that parties/organizations interested in attending the SCDS II Industry Day complete and submit a registration form (Attachment 1) to UDG_SMC_SYSCDSIIWORKFLOW@us.af.mil. This registration is required for participation in the general audience briefing and requests for a One-on-One session. Registration for general attendance and One-on-One sessions will close on Tuesday, 08 Dec 2015, 1600 PST. Preference will be given to those on a first come-first serve basis. The general audience briefing and One-on-One sessions will be conducted at the Aerospace Corporation A-8 Michael Daugherty Meeting Center, El Segundo, CA. Each person attending the SCDS II Industry Day must provide one (1) form of photo identification (I.D.) and sign-in to the facility upon arrival. Accepted forms of photo I.D. include a valid/current state-issued driver's license, Government I.D., or U.S. passport. Parties/organizations requesting a One-on-One session shall present a Statement of Capability (SOC) Briefing (see Section C, Information Sought) with the objective of completing the brief within the time allotted, including time for additional questions and responses. The Government desires discussion with integrated contractor teams capable of meeting the complete scope of the contract. The Government will not facilitate or direct partnerships. Companies requesting a One-on-One session shall submit an unclassified or classified briefing per the directions in Section B.3. below. Companies owned by a foreign entity must submit an approved National Interest Determination (NID) letter with their SOC Briefing; the NID letter must identify the expiration date. In addition, the SOC Briefing should identify if a potential or actual Organizational Conflict of Interest (OCI) exists in accordance with FAR 9.505. B.2 Security Visit Request Submittals Registration is required to attend and is limited to FOUR (4) attendees per company. All attendees must be U.S. citizens and have a current TS/SCI clearance. Security clearance information must be submitted via the Joint Personnel Adjudication System (JPAS) using the correct Security Management Office (SMO) Code by Tuesday, 08 Dec 2015. BOTH the security clearance submission and the organization's registration form (Attachment 1) are required to attend the Industry Day. Details on security clearance submission for those with and without JPAS are detailed below. An e-mail confirmation will be sent verifying successful receipt of registration and security clearance no later than Friday, 11 Dec 2015, 1700 PST. Defense Office Department (DoD) Clearances: Send collateral and SCI via JPAS using the following SMO Code: SSSD In the POC Box type: "SCDS II Industry Day Dec 2015" If JPAS is unavailable, visit certs may be sent via unclassified fax to: 310-416-1725. Interested parties must include a fax cover sheet, "ATTN: Mildred (Lisa) Cox". Please ensure the following information is included: Visitor Name, Rank, Social Security Number, Date of Birth, Place of Birth, Citizenship, Clearance Level, and Date of Eligibility Investigation Type and Date of Clearance Purpose of Visit Duration of Visit SMC/SY SCI clearance related questions may be directed via phone to: Ms. Shenell Cooper at (310) 416-1584 or Mr. Stephen Taylor at (310) 416-1618 B.3 One-on-One Statement of Capability Briefing Submittal Dates/times of the scheduled One-on-One sessions will be provided no later than Friday, 11 Dec 2015, 1700 PST. Unclassified briefings shall be submitted to Ms. Eva Hoskins via email at Eva.Hoskins.1@us.af.mil no later than Thursday, 10 Dec 2015, 1600 PST. Classified briefings shall be submitted to Ms. Mildred (Lisa) Cox via the Secure Global Network (SGN) by the same due date as the unclassified briefings. Parties/organizations that wish to submit a classified briefing, but do not have SGN access may schedule a date/time to deliver a briefing in person (see contact information in Section F). At a minimum, the briefing should address each of the items in Section C, Information Sought, below. Interested parties must ensure that any proprietary information is clearly identified in briefing materials and during discussions. The Government will take all necessary steps to protect and safeguard any confidential/proprietary information provided. The Government will NOT be held responsible for any proprietary information not clearly marked. Statement of Capability Briefings shall include the following: Submitter's Name Street Address, City, State, NINE-Digit zip code Point of Contact (POC) POC Telephone number C. INFORMATION SOUGHT Responses to the information in the paragraphs below shall descri b e the responden t 's current and/or near-term potential capability to support the SCDS II effort. C.1 Performance Work Statement (PWS) Feedback --Please provide comments to the DRAFT SCDS II PWS (Attachment 2) on the attached Comment Resolution Matrix (Attachment 3). Please identify what additional information the Government can provide to better define the requirement; please include this information in the CRM and discuss as part of the SOC Briefing. The classified annex referenced in Appendix C is not included with the DRAFT PWS at this time. Note: the DRAFT SCDS II PWS is provided as reference and is subject to change if a solicitation is released at a later date. --Identify any factors that likely contribute risk or uncertainty to developing a contractor proposal for this proposed requirement. Please rate any factors you identify as either high or low regarding the degree of risk to the contractor. For the high risk drivers, please explain why the risk is high and suggest how the Air Force might mitigate or reduce this risk. C.2 Transition --The current SCDS contract (FA8819-08-C-0001) maintains a Depot Support Facility (DSF), which is located in Colorado Springs, CO. What information would be required from the incumbent contractor to develop a Transition Plan to ensure an orderly transfer of knowledge and responsibility ? D. SMALL BUSINESS CONSIDERATION The North American Industry Classification System (NAICS) code for this effort is 541330 - Engineering Services. The small business size standard is $38.5 million. This Request for Information (RFI) is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Government is not, at this time, seeking proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The Air Force will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. The Air Force has entered into contracts with The Aerospace Corporation, AT&T Government Solutions, Inc., KTSI, SCITOR an SAIC Company, SAIC, Quantech Services Incorporated, Tecolote Research, Integrity Applications Incorporated, TASC, Booz Allen Hamilton, Cosmic AES, RSE, Inc, and DMB, Inc. These companies support the Air Force program office by performing technical reviews, systems engineering and integration analyses, cost estimation, and other advisory services. Respondents are hereby notified that all responses will be provided to our support contractors for their services to the U.S. Air Force. If respondent disagrees with the release of its RFI response to any of the aforementioned firms, respondent must clearly state this restriction in the cover letter accompanying the RFI response. F.
