- OPM/FIS Support Services DRAFT RFP The U.S. Office of Personnel Management (OPM) is issuing the attached DRAFT Request for Proposals (RFP) for industry review and comment. The planned procurement which will result from the final RFP is anticipated as award of an indefinite-delivery, indefinite-quantity requirements contract. The purpose of this procurement is to provide investigative support for background investigations that are completed on Federal Government applicants, employees, and contractors performing sensitive work, and individuals being investigated pursuant to Federal regulatory requirements. The final RFP for this procurement is planned to be issued in March 2016 and will only be available electronically at the Federal Business Opportunities website ( http://www.fedbizopps.gov ) no less than 15 days after the posting of the synopsis for the procurement at the same web address. Potential offerors will be responsible for downloading the solicitation from FedBizOpps and for monitoring the website for possible amendments and/or additional information. When the Synopsis is released it shall contain the RFP release date and the RFP shall contain the due date for proposals. The Government intends to award a contract to the offeror under the final RFP who provides the best value in terms of technical merit and price. The anticipated procurement approach is on an unrestricted basis. The NAICS for this procurement is 561611, Investigation Services and the small business size standard is $20.5 million. Attached to this notice is a DRAFT COPY of the RFP for industry review and comment. Contractors who wish to submit comments and suggested changes to the DRAFT RFP must do so no later than 3:00 PM EST on 12 February 2016. OPM will review contractor comments and suggested changes to the DRAFT RFP and may, at its discretion, choose to revise the final RFP accordingly. Comments and suggested changes must be submitted via email to FISRFP2016@opm.gov and may be copied to Leslie.Henderson@opm.gov with the following subject line "OPM1516R0002 - Support Services Draft RFP" in order to ensure receipt and consideration. OPM is not seeking proposals at this time and will not accept unsolicited proposals. The final RFP will be posted at FBO ( http://www.fedbizopps.gov ) under solicitation number: OPM1516R0002.
