DRAFT PERFORMANCE WORK STATEMENT ANNOUNCEMENT VA COMMUNITY CARE NETWORK The purpose of this announcement is to post the Draft Performance Work Statement (PWS) and Operations Manual for a VA Community Care Network. The Community Care Network will provide timely access to high quality healthcare services for Veterans. THIS IS NOT A REQUEST FOR PROPOSAL. Questions, comments and suggestions are requested. Please submit feedback via email to VACommunityCareHPN@va.gov with a courtesy copy to Josephine.helms@va.gov no later than 2PM Mountain Time on February 19, 2016. Responses to this announcement must be labeled "Response to VA Community Care Network Draft PWS." The Draft PWS and Operations Manual is for VA's informational purposes only and as such, VA will not provide responses to comments, suggestions, or questions but encourages responses to better inform VA's future requirements related to the acquisition of a high-performing network. The information provided by potential offerors may be used in developing the final RFP. Please use the attached VA Community Care HPN Comment Template to respond. The template will assist VA in streamlining its review process. This announcement is a follow up to the Community Care Industry Day event that took place on December 8, 2015 in Washington D.C. and the Request for Information for solicitation number VA791-16-N-0006. Link to the original notice: https://www.fbo.gov/spg/VA/VADDC791/VADDC791/VA79116N0006/listing.html Specific Areas of Consideration While all aspects and sections of the Draft PWS and Operations Manual are important please pay special attention and provide feedback on the areas identified below. 1. What areas are inconsistent with industry practices and how should they be modified? Identify requirements that increase risk to VA or potential contractors and suggest changes. 2. Please identify requirements that increase risk and cost to VA and suggested changes. 3. Please identify requirements that may prevent VA from holding the contractor accountable to contract terms and conditions and potential solutions. 4. Is it appropriate to include requirements for dental services under the same contract as medical services or does it make sense to have a separate contract effort for dental services? Please include any risks of including dental with medical services if applicable. 5. Does a reducing per member per month (PMPM) based on increased utilization of services create a barrier to implementation and maintenance of the program? 6. Does this PWS lend itself to a PMPM arrangement for administrative services, not to include the cost of healthcare, and is the data sufficient? If not, what changes to the PWS, data, or alternative administrative pricing proposal would you recommend? 7. What best practices can VA implement to effectively manage coordination of benefits as currently outlined in the Veterans Choice Program (38 CFR 17.1520)? 8. What approach would you recommend to ensure that medical record documentation is returned to VA electronically in standardized formats with structured data? 9. How would you forward electronic Health Level 7 (HL7) Consolidated Clinical Documentation Architecture (CCDA) documents with medical record documentation that have been sent to you from clinical providers or ensure that they are forwarded to VA as CCDAs? Providers who are using a certified electronic health record (Per the Centers for Medicare and Medicaid Services (CMS) Certified Health IT Product) can all send CCDA documents. CCDA is the required document format for electronic medical record exchange for VA. 10. Will network providers be members of an eHealth Exchange? What percentage of providers in your existing network are members of an eHealth Exchange and which exchanges(s)? 11. How would you send secure messages to and from providers and to and from VA? 12. Is your organization capable of implementing Direct Secure Messaging? 13. How would you convert medical record documents you receive in fax and paper to an OCR-readable and indexable format and package them into a CCDA? 14. How would you ensure staff members who will need access to VA portals, such as the Joint Legacy Viewer (JLV), which will provide read-only views into the electronic medical record, have the ability to access the VA portal for medical records that is being developed? 15. If a provider leaves the network, how will their access be terminated to a portal? 16. What (if any) additional information should be provided by the VA to Industry regarding information technology interfaces, standards, and requirements in order to respond to this PWS. 17. Are the network standards achievable as currently drafted? If not, what modifications would you recommend? 18. What recommendations does Industry have on refining and prioritizing the list of quality measure referenced in the PWS to support the delineation of tiers? 19. For confirming eligibility and enrollment, which would be the preferred method of interaction for the VA to push data to the Contractor for all eligible Veterans? Allowing the Contractor to maintain its own copy of the database; or for VA to provide a real-time ping for the Contractor to pull information when needed? 20. The VA is in the planning stages of moving to a new Referral Management System. The schedule is still unknown. How will the uncertainties around this affect the ability to respond to this RFP? Is there a standard interface that we should aim to provide? 21. Will it be more cost effective to allow Contractors to propose their own design for the Veterans Choice Cards or to have it specified by VA? 22. What is your current list of services requiring pre-authorization for your HMO plans? How often is it reviewed and updated? What is your current process for updating the list of services and/or the business rules around reviewing pre-authorizations? 23. What best practices can VA implement to effectively manage coordination of benefits as currently outlined in the Veterans Choice Program (38 CFR 17.1520)?
