- Solicitation, HIV Treatment Quality Assurance/Quality Improvement Advisor The HIV QA/QI Advisor is located in the HIV/AIDS team, which is one of five teams in USAID’s Health, Population and Nutrition (HPN) Office. USAID's Health program in Malawi represents approximately 70% of the Mission's budget and the HIV portfolio currently constitutes almost 50% of the overall Health budget. The HIV team manages an annual budget of approximately $51 million and oversees programs in behavioral and biomedical prevention, HIV clinical care and treatment, health systems strengthening, and OVC and community care. USAID works in 15 districts with an estimated 660,000 PLHIV, and supports 230 public and private HIV service delivery sites in Malawi. The HIV team currently has 12 staff members
