Description
The Letterkenny Army Depot (LEAD) Directorate of Contracting is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for the conversion, rest, and re-certification of Kidde fire extinguisher (FE) bottles. The intention is to procure these services on a competitive basis. Based on the responses to this sources sought notice, this requirement may be set-aside for small business (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. This sources sought and is for informational purposed only. This is not a request for proposal to be submitted. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for the preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. Responses will not be returned to the responder. Not responding this this notice does not preclude participation in any future request for proposals, if any issues. If a solicitation is released, it will be synopsized on the Government-wide point of entry. It is the responsibility of potential offerors to monitor the Government-wide point of entry for additional information pertaining to this requirement. LEAD is designated as the Depot Source of Repair (DSOR) for the Tank-Automotive and Armaments Command (TACOM) Route Clearance Vehicles (RCV). In accordance with these assignments, LEAD request the following: repair and overhaul service for all systems used on RCVs - specifically the FE bottles with are part of the Automatic Fire Extinguisher System (AFES). The contractor shall provide all services, equipment, and materials to test, overhaul, refill, convert, and re-certify to like new original equipment manufacturer (OEM) specifications existing FE bottles from Kidde Dual Spectrum (KDS) PN 422550 to KDS PN 476320. The contractor shall reset and re-certify to like new OEM specifications existing KDS PN 422351 FE bottles. The contractor must be authorized by the OEM to modify, repair, test, refill, and re-certify each FE bottle assembly to be in "like new" condition. The contractor must show proof of OEM authorization. The applicable NAICS code for this requirement is 339999 with a Small Business Size Standard of 500. The Product Service Code is J012. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. The estimated period of performance consists of a base year plus four option years with performance starting in May 2016. Specifics regarding the period of performance will be provided in the solicitation. The contract type is anticipated to be a firm-fixed-price requirements contract. The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Walsh-Healy Public Contracts Act or a collective bargaining agreement. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of capability. The documentation must address at a minimum the following items: • What type of work has your company performed in the past in support of the same or similar requirement? • Can or has your company managed a task of this nature? If so, please provide details. • What specific technical skills does your company possess which ensure capability to perform the tasks? • Is your company currently authorized by the OEM to modify, repair, test, refill, and re-certify FE bottles? • Does your company provide a warranty for the FE bottles it services? If so, what is that warranty period? • Does your company provide test result documentation for FE bottles? • What NAICS and PSC do you feel is most appropriate given the nature of the tasks involved? • What method would be best for shipping/receiving FE bottles? Are there any shipping requirements or industry practices that should be used? Your response to this sources sought, including any capabilities statement, shall be electronically submitted to the contract specialist, Hannah Gill, via email hannah.l.gill.civ@mail.mil. No phone calls will be accepted. Any questions must be submitted to the contract specialist identified above. Responses to this notice are due on or before 12 February 2016. All data received in response to this sources sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
