Description
Introduction This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. INSTRUCTIONS TO VENDORS: This is a Sources Sought purely for purposes of market research. If you feel you can meet this requirement, please post a capability statement demonstrating your qualifications by February 11, 2016 at 1:00 PM EST. BACKGROUND: The Department of Veterans Affairs currently has the need for a Contractor to maintain and repair the air compressors at the Durham VA Medical Center (VAMC), Durham, North Carolina. Contractor shall provide compressor maintenance and repair service. For clarification purposes, CO in this contract refers to the Contracting Officer (CO) and COR refers to the Contracting Officer's Representative. The contractor shall furnish all labor, material, equipment, parts, supervision, etc., necessary to service, repair, perform Air Compressor maintenance and maintain Air Compressors at the Durham VA Medical Center. Contractor shall provide maintenance in a manner which ensures the safe and continuous operation of all equipment listed in accordance with commercial practices and/or manufacturer's specifications. There are air compressors and vacuum systems providing compressed air and vacuum for various processes in the hospital that require scheduled preventative maintenance shall be performed semi-annually to ensure proper operation and extend the service life of the equipment. This maintenance shall be performed at six month intervals (April and October recommended). The work shall be performed in accordance with the manufacture's recommendations and the schedule below. Contractor shall be able to respond to emergency service requests within 24 hours. EQUIPMENT INVENTORY. The Contractor shall provide the COR with a phone list for contact 24-hours a day, 7 days a week. The COR will be immediately notified whenever an air compressor and associated component(s) cannot be returned to service prior to the end of each inspection. In the absence of the COR, the Electrical Shop Supervisor or Engineering Service Chief will be notified. Compressors and/or Vacuum Pumps that are not in operation will have an "Out of Service" sign placed at each. The Contractor shall be responsible for the installation of signs and barricades as related to equipment as deemed necessary by the COR. All scheduled work that requires Compressors and/or Vacuum Pumps to be taken out of service shall be coordinated with the COR prior to taking them out of service. All tests, inspections or maintenance repairs that will remove a Compressor and/or Vacuum Pump from service shall be scheduled in advance with the COR. Under no circumstance shall any shutdown or breakdown last longer than two (2) working days (16 working hours) from initial notification to the COR without prior approval of the COR. Contractor shall submit a detailed work plan. The plan shall contain a schedule detailing when preventative maintenance, routine and periodic service are to be performed. Should the contractor elect to change his work schedule during the course of the contract, a revised work plan shall be submitted to the COR for approval prior to any schedule changes. MAINTENANCE SERVICES. First (1st) PM Service Visit Tasking Estimated 5000 hours use (October) Inspection: Check safety valves & switches Clean compressors Change air filter element(s) Clean moisture traps Check electrical components Check/clean condensate drain(s) Inspect moisture trap Change belt(s) Second (2nd) PM Service Visit Tasking Estimated 10000 hours use (April) Inspection: Check safety valves & switches Clean compressors Change air filter element(s) Clean moisture traps Check electrical components Check/clean condensate drain(s) Inspect moisture trap Change belt(s) Grease fixed scroll bearing Grease pin crank bearings Clean fan cowls Clean compressor Change unloader membrane or seal lip The Contractor shall obtain operation and maintenance manuals, service manuals, service guides and other applicable documents from the manufacturer of each piece of equipment to be serviced and maintained. As a minimum, the contractor shall maintain one set of documents at the work site and furnish one set of documents to the Government. The contractor shall perform all service and preventative maintenance as required or recommended by the applicable operation, maintenance and service manuals and guides. The contractor shall perform the work at the frequency recommended by each manufacturer's manual(s) and/or commercial practices. The contractor shall perform all repairs and equipment replacement necessary to maintain each Compressor and/or Vacuum Pump in a safe, reliable operating condition. Contractor shall perform all work as required or recommended by applicable sections of the most recent edition of the American Society of Mechanical Engineers (ASME) Safety Code Requirements and all applicable Federal, State, and Local regulations. Mandatory Certification and Training. The contractor shall provide certified personnel to maintain the equipment within this Performance Work Statement (PWS). Contractor personnel shall be a Journeyman level or equivalent and possess a minimum of three (3) years of experience servicing Ingersoll Rand and/or Kaeser Compressors. The contractor shall possess professional factory training certifications from either Ingersoll Rand or Kaeser Compressors. Incorporated to maintain the Government's current compressor system, the Contractor personnel shall have a certificate stating factory certified training in servicing Ingersoll Rand compressors and/or Kaeser Compressors. EMERGENCY SERVICE. The Contractor shall be required to provide emergency service 24-hours a day, 7 days a week. Each service call will include two (2) hours of non-billable service time to diagnose problem. Contractor shall check in and out with utility plant personnel, if emergency is after normal business hours. Emergency services shall be required whenever a Compressors and/or Vacuum Pump are inoperable or not operating correctly or when an unsafe condition exists. A call of this type would suggest that the Compressors and/or Vacuum Pump condition could result in life or property endangerment, or could have an adverse effect upon personnel, equipment and mission accomplishment. There shall be no limit on the number of emergency service calls required in performance of the contract.
