Description
This is a Pre-Solicitation Notice. The Regional Contracting Office for the 414th CSB in Vicenza, Italy will use the responses to this notice to determine potential responsible vendors capable of providing the services described herein. BACKGROUND: The purpose of this procurement is to provide dining facility operation services to United States owned facilities (Caserma Elderle/Del Din) at the U.S. Army Garrison Vicenza, Italy. PLACE OF PERFORMANCE: Work will be executed at the U.S. Army Garrison Vicenza Italy which includes the following locations: Caserma Ederle (BLD 10), Del Din Dining Facility (BLD 23). DESCRIPTION OF SERVICES: The Contractor shall provide all management services, supervision, personnel, labor, vehicles, materials, tools, supplies, transportation, general and specialized equipment and all other items. The services necessary to provide dining facility operations services to include: food preparation, serving of food (meals) and maintaining sanitation in accordance with industry standards and applicable guidance at Caserma Ederle and Del Din, United States Garrison - Vicenza, Italy. Preparation and serving of meals shall include soups, salads, gravies, sauces, vegetables, meat, fish, poultry, pudding gelatins, pastries and other foods constituting a complete meal in accordance with DA PAM 30-22, Menu Standards. Breakfast, Lunch and Dinner shall be served Monday through Sunday whereas Brunch and Supper can be substituted and served on Saturdays, Sundays, to include days that are United States and Italian holiday. Breakfast: 0700 -0900, Lunch: 1130 to 1300, Dinner: 1630 to 1800 or Brunch 0930 to 1300 and Supper: 1530 to 1800 (weekends). These hours are subject to change. All contractor personnel must be capable of reading, writing, speaking, and understanding the basic English language to fully perform in order to understand and follow the Armed Forces Recipe Card System (AFMIS TM 10- 412). The Contractor shall ensure that all cooks performing under this contract are trained cooks. All personnel working in the dining facility must be legally able to work in the country of Italy per governing laws, regulations, and policies. Contractor personnel shall complete Level I AT Awareness Training on an annual basis and receive a certificate of completion. All work performed under this contract shall be in accordance with US Army food regulations. Guidance to include: AR 30-22, DA PAM 30-22, DA PAM 738-750, TB MED 530, FM 21-10, FM 10-23, FM 10-24 and TM 10-412. These Department of Defense regulations can be located at http://www.apd.army.mil. TYPE OF CONTRACT: The U.S. Government will award a Firm Fixed Price Type Contract. PERIOD OF PERFORMANCE: The Government intends to award firm fixed price contract for one (1) base year) and two (2) option years. North American Industry Classification System (NAICS) is 722310. INDUSTRY DAY: An Industry Day open forum for questions, concerns and general dialogue with the Industry experts will be held at the RCO Conference room, Vicenza, Italy, on 18 March 2016, at 10:00 hrs PRE-PROPOSAL CONFERENCE : The pre-proposal conference will be conducted tentatively during the month of April 2016. Information about time and date will be provided on a later date. SUBMITTAL INFORMATION: It is requested that interested vendors submit to the contracting office a brief capabilities statement package demonstrating ability to perform the services listed above. In order to deem the vendors' responsibility, such package shall include the following documentation: 1. Certificato Camera di Commercio (Certificate of the Chamber of Commerce) NOT older than six (6) months at the time of the submission suspense date for the capability statement packet. Self-certifications are NOT allowed. 2. SAM Registration. In order to register on SAM website ( https://www.sam.gov ), vendors must have a DUNS number ( obtainable on http://dbitaly.dnb.com ) and a NATO code (obtainable www. www.siac.difesa.it/tiki/tiki-index.php?page=NCAGE ). The successful offeror to be awarded this contract MUST be currently registered in the SAM database. The capability statement package must be sent by email to Francesca Candia and Sebastiana Cappello at Francesca.candia.ln@mail.mil and Sebastiana.cappello.ln@mail.mil Submissions of interest must be received no later than 3:00 p.m. Central European Time (CET) on 04 March 2016.
