Description
Draft SOW REQUEST FOR INFORMATION (RFI) FOR U.S. FOREST SERVICE INSECT SURVEYS. This is not a solicitation, this is a RFI, and is for fact finding purposes only and does not constitute a commitment or obligation by the Government to issue an RFP, RFQ, contract or order. The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the government return any data provided. The purpose of this RFI notice is to identify potential sources (especially 8(a), HubZone and Service Disabled Veteran Owned Small Businesses) interested in providing insect species surveys on three sites in Indiana. The goal of the project is to determine if; 1) insects species surveyed in these areas from 2002-2004 are still present after management activities (prescribed fire and pine removal) performed since; and 2)determine any new remnant dependent species that may be present after re-introduction of fire. A draft Statement of Work is attached to this notice for potential contractor's information. Surveys may occur between May and September 2016. North American Industry Classification System (NAICS) Code is 541690, Small business Size Standard is $15 Million. The Service Contract Act will apply to any contracts that are awarded as a result of a solicitation issued, if any. The Government may award a Sole Source Contract if no qualified responses are received. Respondents must provide a qualifications statement that specifies types of insect surveys completed and state their knowledge of Region Barren species. They should also state whether they are a small or large business based on the size standard above and if they are Hubzone, 8(a) or Service Disabled Veteran Owned Small Business certified. Respondents must also state their experience with Forest Service Procedures and familiarity with Forest Service policies and objectives. This will be a mandatory element in the RFQ, if issued. Responses should be submitted via email to: rkmanning@fs.fed.us or mail to Contracting, Hoosier National Forest, 811 Constitution Ave, Bedford, IN 47421, no later than February 23, 2016.
