Description
THIS IS NOT A REQUEST FOR QUOTE - This is a notice of the Government's intent to compete CISCO Software Licensing Maintenance Renewal Support as a Brand Name item. The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate (WHS/AD) intends to award a twelve (12) month firm fixed-priced contract for the procurement of the following: CISCO Web Premium Software Bundle and CISCO FirePower Intrusion Prevention Services license and support. This requirement will support the Defense Technical Information Center (DTIC). The anticipated award will be made under the authority FAR 13.106-1(b)(1)(i). The primary North American Industry Classification System (NAICS) code is 541519 with a size standard of $27.5 million. This notice is being published in accordance with Federal Acquisition Regulation (FAR) 5.2-"Synopses of Proposed Contract Actions," requiring the dissemination of information on proposed contract actions. DTIC currently owns the CISCO Web Security and CISCO FirePower IPS appliances and software. The CISCO Web Security and FirePower Intrusion Prevention Services software are proprietary to CISCO, therefore the software maintenance can only be provided by a CISCO Gold-certified partner. No other company will be able to access the CISCO security appliance without access to the CISCO web security software currently on the appliance. The estimated duplication of costs associated with purchasing new appliances other than CISCO to satisfy requirements is $250K, which is cost prohibitive. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Interested parties may identify their interest and submit a capability statement for this requirement no later than 9:00AM Eastern Time, 18 February 2016 by email to peggie.l.lowery2.civ@mail.mil. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
