Description
Request for Information (RFI) For Classified Data at Rest Encryption (CDAR) Solutions This Request for Information (RFI) is in accordance with the Federal Acquisition Regulation (FAR) clause 52.215-3 (Request for Information or Solicitation for Planning Purposes - Oct 1997) and is published to obtain information for use by the Air Force Lifecycle Management Center (AFLCMC), Cryptologic and Cyber Systems Division (HNC), Joint Base San Antonio - Lackland AFB, Texas, for market research and planning purposes only. This RFI is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation; it is only intended for information or planning purposes. There is no bid package or solicitation document associated with this announcement. Response to this RFI is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. Any requests for a solicitation package will be disregarded. The government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the government will arise as a result of preparing submissions in response to this RFI and the government's use of such information. Submittals will not be returned to the sender. Respondents to this RFI may be requested to provide additional information/details based on their initial submittals. AFLCMC/HNC requests industry provides information on NSA Type 1 certified CDAR products to include those under development and anticipated to undergo certification. Interest is in understanding industry solutions that can be used for the protection of CLASSIFIED data and applications recorded on storage media to include, but not limited to: •· Hard disk drives (HDDs) •· Solid state drives (SSDs) •· Removable media - flash memory cards (Multi Media Cards (MMC), Compact Flash (CF), Secure Digital (SD), Secure Digital Input Output (SDIO), USB/Firewire Flash storage devices), Digital Versatile Disc (DVD), and magnetic tapes •· Specialty Tactical storage systems - Flight data recorders (analog and digital), mission planning systems for C4ISR, C2, and EW platforms/UAVs, etc. Consideration will be given to in-production non-Type 1 encryption devices which could support a technology refresh of algorithm agility/robustness and anti-tamper resulting in Type 1 encryption devices. For each solution, request your company provide information addressing the following: •· Type of solution (e.g. Inline Media Encryptor (IME), Self-Encrypting Drive (SED), Full Disk Encryption, File Encryption, Hardware, Software, etc.,) •· Storage media configurations supported (e.g. RAID, standalone HDD, etc.) •· Min/Max throughput (read/write, encrypt/decrypt) •· Capacity (e.g. MB, GB, TB, etc.) •· Device Size (W) x (L) x (H) •· Total Device Weight (Including ancillary equipment needed) •· Min/Max power consumption •· Interfaces (e.g. SATA, USB, IDE, PCIe, SCSI, etc.) •· Key Management capabilities •· Key Management protocols used •· Cryptographic algorithms used •· Crypto mode(s) used •· Crypto key length •· Highest classification of data that the device can be used to protect (Note: we are only interested in devices that can be used for classified data protection) •· Releasability (if releasable, describe any constraints) •· Anti-Tamper capabilities •· Zeroization features •· Programmable/Re-Programmable capability(e.g. algorithm/application updates) •· Device handling requirements •· Anticipated product lifecycle •· Operational/storage environment •· Security certification Additional questions: •1. Describe what experience you have in developing certified encryption products, NSA Type 1 CCI, and/or NSA Type 1 Secret and Below (non-CCI/CHVP), or FIPS-140-2 Level 3 or 4? •2. Please provide your cage code and business size. •a. If you are a Small Business, do you also qualify under any of the sub-categories: 8(a), Small Disadvantaged Business, HUBZone, etc.) •3. Are you on one or more GSA schedules? If so, which one(s)? Vendors who submit information for review do so with the understanding that U.S. Government personnel as well as their support contractors will review their material and data. Respondents will not be contacted regarding their submission or information gathered as a result of this notice nor the outcome of the Government's review of the solicited information unless the Government desires further information. Submitted information packages will be retained by the Government and not returned to the contractor. Ensure information is marked and sent appropriately if the response is For Official Use Only. If your response is classified contact the contracting officer listed below before forwarding the information. All interested, capable and responsible sources that wish to respond to this RFI are required to electronically supply their responses (.doc or.pdf format) in the order and format in which they are presented, to lori.robarge@us.af.mil no later than 1600 hrs CT, 19 February 2016.
