Sources Sought No. W9126G-16-S-0018 Project Title: IDIQ - Dredged Material Evaluation Through Sediment Testing The U.S. Army Corps of Engineers, Galveston District has a requirement for the above subject. THIS IS A NOTICE FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATION OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY THE US ARMY CORPS OF ENGINEERS, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. REPONSE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SOURCES SOUGHT ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR ANY IMPROPER IDENTIFIED INFORMATION. The purpose of this sources sought announcement is to gain knowledge of interested, capable, and all qualified small businesses including but not limited to Small Business, 8(a) Small Business Development Program, Service Disabled Veteran Owned Small Business, Economically Disadvantaged Women Owned Small Business and Hubzone firms. The North American Industry Classification System (NAICS) Code 541620; Size Standard $15.0 million. All contractors doing business with the Federal Government must be registered in the System For Award Management(SAM), to receive a government contract. The website for registration is https://www.sam.gov. The U.S. Army Corps of Engineers Galveston District has a requirement for environmental services to provide dredged material evaluations for upland, open water and ocean disposal in sediment, water, and bioassay. More specifically, ocean disposal evaluation will be in compliance with the Marine Protection, Research, and Sanctuaries Act in accordance with the Regional Implementation Agreement between U.S. Army Corps of Engineers, Galveston District and Environmental Protection Agency Region 6. The environmental services generally consist of environmental compliance, testing and evaluation of environmental data utilizing a National Environmental Laboratory Accreditation Conference (NELAC) certified laboratory. The contractor shall provide all management, supervision, materials, equipment, supplies, personnel, and all other services required to perform the environmental services as identified within individual task orders. The services required by the proposed contract will be provided for the customers of the U.S. Army Corps of Engineers, Galveston District. This includes predominantly the states of Texas and Louisiana. Task Orders can be issued for work located outside of the geographical boundary at the specific request of a customer. --- The contractor may be required to perform tasks on-site or at their own facilities. To make appropriate acquisitions for the above project, the Government, will use responses to this sources sought announcement and possible future projects as determined to be in the best interest of the Government. This action requires the contractor to perform Dredged Material Evaluation through Sediment Testing, for all dredging projects to support maintenance dredging for the navigation mission. The order of magnitude for this effort is estimated between $5,000,000 to $10,000,000. This will be an Indefinite Delivery Indefinite Quantity (IDIQ) Task Order contract with a period of performance of One Year Base and Four (4) One Year Options. The total contract capacity will not exceed $10,000,000. The estimated minimum size of a task order is $50,000. The estimated maximum size of a task order is $500,000 with the average size task order of $100,000. Firms must have ability to perform up to four (4) task orders simultaneously. The estimated award date for this project is 19 August 2016. State if your company is an SBA Certified 8(a) firm, HubZone Small Business, Economically Disadvantaged Women Owned Small Business or Service Disabled Veteran-Owned Small Business. 4. Please indicate whether your firm will submit a bid for this project, if this project is set-aside for 8(a), Hubzone Small Business, Service Disabled Veteran-Owned Small Business or Economically Disadvantaged Women Owned Small Business. 5. Responses to this sources sought announcement shall demonstrate specialized experience and technical competence in environmental services to provide dredged material evaluations for upland, open water and ocean disposal in sediment, water, and bioassay. Responses shall demonstrate experience in ocean disposal evaluations in compliance with the Marine Protection, Research, and Sanctuaries Act in accordance with the Regional Implementation Agreement between U.S. Army Corps of Engineers, Galveston District and Environmental Protection Agency Region 6. Responses shall also, demonstrate experience in providing environmental compliance, testing and evaluation of environmental data utilizing a NELAC certified laboratory. 6. Submission Requirements: Firms submitting responses shall provide information on the most recent up to five (5) projects that demonstrate you can meet the qualifications criteria listed above in Paragraph 5, with contract number, project location, description of work requirements, contact and phone number for each effort. Firms should also indicate all applicable personnel and sub-contractors proposed to work on the contract. Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, will not be used to help the Government make the acquisition decision, which is the intent of this sources sought announcement.
