Description

NOTICE OF INTENT TO SOLE SOURCE Notice of Intent to Sole Source Title: Annual Service Contract for Maintenance and Repair of the UTC Power PureCell System Model 400 fuel cell. The VA National Energy Business Center intends to award on a sole source basis, under the authority of 41 U.S.C 253(c)(1) and FAR Part 6.302-1(a) (2) Only one responsible source and no other supplies or services will satisfy agency requirements; with Doosan Fuel Cell America, Inc. for a maintenance service contract for the PureCell System Model 400 fuel cell which was previously installed at the VAMC Loma Linda, CA as part of a design-build CHP project awarded by this office. This service contract includes Preventive Maintenance, as well as Unscheduled Maintenance. VA has identified Doosan Fuel Cell America, Inc. as the only provider of the services to meet the requirements of this procurement. The service contract will require a factory-certified service technician to maintain the equipment to its original operating specifications. Doosan Fuel Cell America, Inc., as the Original Equipment Manufacturer, is the only company capable of performing this required service without invalidating the terms of the warranty of the fuel cell. The period of performance will consist of one base year and one option year. This notice is neither a request for proposals nor a solicitation of offers; however, all responsible sources may submit a capability statement, which shall be considered by the agency. The capability statement shall include information of sufficient detail to demonstrate that they are able to provide comprehensive maintenance to the PureCell System Model 400 fuel cell without voiding or invalidating any of the work performed by Doosan Fuel Cell America, Inc.
