- The Fleet Logistics Center Norfolk, Contracting Department, Philadelphia, intends to solicit on a sole source basis with Computer Sciences Corporation of Falls Church, VA to provide Information Technology (IT) Support Services in support of the Naval Education and Training Command (NETC), Pensacola, FL. The Navy requires comprehensive IT Support (i.e., computer, training network, integration and software support) in support of NETC ™s diverse IT support requirements along with support to all organizations within the Manpower, Personnel, Training, and Education (MPTE) Command. This procurement action is being conducted in accordance with FAR Part 15. Furthermore, this procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. This is considered a bridge action in order to avoid a break in services while the competitive follow-on acquisition is in process. It is critical that the work continue until the competitive follow-on contracts are awarded. This is not a request for quote from any other contractor other than Computer Sciences Corporation. The competitive follow-on acquisition will be solicited under two separate Request For Proposals (RFPs): N00189-15-R-Z038 for IT Business Support Services (BSS) and N00189-15-R-Z008 for IT Support Services (ITSS). The RFPs will be made available electronically upon their release to the Navy Electronic Commerce Online portal. The closing date for receipt of proposals will be established in the RFPs. Interested parties may download the RFPs upon their issuance to the following website: https://www.neco.navy.mil. Interested parties are solely responsible for monitoring of the aforementioned website for postings of the solicitations and any amendments thereto. To acquire the IT Services for the bridge period, the Navy intends to solicit for a Cost Plus Fixed Fee modification to extend the existing contract, N00189-10-D-Z009, to provide continuous contractual coverage for a period of eight months from 01 May 2016 through 31 December 2016, with five one-month options, while the follow-on acquisitions are being processed. The Terms and Conditions in the current contract apply to this sole source modification. The applicable North American Industrial Classification System (NAICS) code for this requirement is 541519 and the size standard is $27.5 million. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for information submitted in response to this notice. Oral communications are not acceptable in response to this notice.
